Be vigilant, know your rights, house buyers told

Paramount Property CEO Beh Chun Chong opens up on an exciting 2017 when the company launches Utropolis Batu Kawan, its mega mixed-development in Penang.

SHAH ALAM: Owners of new houses must look out for any defect their property may have and know their rights and what they can do, says the CEO of a renowned development group.
Speaking to FMT, Beh Chun Chong said most of the time, defects stemmed from poor workmanship and these defects could cause a lot of damage to the property.
“Water is the number one enemy of any property as leakages can cause structural problems, as well as rot and mould.”
He said new homebuyers should look for signs of leakages, including water stains, damp walls and unusually high water bills.
He said repairing these issues required major work. They were time consuming and costly.
“Homeowners of new properties must know they have a 24-month defect warranty period for defects which they can see, such as cracked or chipped tiles.”
For defects which were not visible or hidden, such as leaking pipes or defective wiring which ran behind walls, Beh said the warranty period was six years.
He said a developer was obligated to fix these defects during the warranty periods, failing which a homeowner could take the developer to the Housing and Strata Management Tribunal (TPPS), which comes under the purview of the urban wellbeing, housing and local government ministry.
The People’s Developer
For Paramount Property, Beh said the quality of the finished product was very important.

Moving forward, Beh said Paramount Property would continue with its mixed development concepts that synergised the core business of Paramount Property, with its sister company, Paramount Education, which operates Sri KDU Schools, KDU College Petaling Jaya as well as KDU University College in Glenmarie and Penang.

“In the first quarter of 2017, we will be launching Utropolis Batu Kawan in Penang, a 44.3-acre mixed-development project.
“It comprises a 10.5-acre new flagship campus for KDU Penang University College, residences, a hotel, medical centre, retail outlets and offices.”

This will be Paramount Property’s first development in the Penang market and also the first university metropolis in the northern region.
He added that this integrated development, anchored by KDU Penang University College, would greatly reduce the carbon footprint with its live-and-learn, work-and-play lifestyle within the same address.
“Columbia Asia Hospital will also set up a medical centre at Batu Kawan. The first Ikea in the northern region, as well as an Ikano Power Centre, will also be built in Batu Kawan.”
He added that Utropolis Batu Kawan is strategically located next to the Sultan Abdul Halim Muadzam Shah bridge, which is Penang’s second link between the mainland and island.
Commercial launches
Meanwhile, Paramount Property has launched some commercial properties in the Klang Valley to cater to astute investors who are looking to invest in high-quality properties with good potential returns.
Beh said: “We are selling 2-storey strata shoplots called Sekitar 26 Enterprise, in Section 26 of Shah Alam, and 2-storey shop offices in Sepang called Greenwoods Belian.”
