New immigration system: Zahid aims for ‘zero defects’

The immigration system transformation will be rolled out by 2021 at a cost of RM6 billion.

PUTRAJAYA: The federal government is aiming for “zero defects” in the new National Immigration Control System, known by its acronym SKIN, which is expected to be rolled out by 2021.
Deputy Prime Minister Ahmad Zahid Hamidi, when asked why it was taking so long for the system to take off, said the government wanted to be very detailed before rolling it out.
“Why it has taken so long is because the government is scrutinising every aspect. It is an improved version of the existing system.
“Zero defects is our goal and aim,” he said at a press conference after witnessing the signing of a concession agreement with local technology firm Prestariang Berhad today.
Prestariang SKIN Sdn Bhd, a subsidiary of Prestariang, will spearhead the transformation of the national immigration system.
The home ministry was represented by its secretary-general Alwi Ibrahim, and Prestariang by its president and chief executive officer Abu Hasan Ismail at the signing.
SKIN is a comprehensive and integrated technology platform aimed at modernising the core applications and infrastructure of the national immigration and border control systems. This will address current and future operational demands.
The SKIN modules cover passport and travel document management; visa, passes and entry permits; border control and security management; enforcement and depot management; and risk assessment engine.
Zahid, who is also home minister, added that while full implementation will only be in 2021, the present system would continue to be enhanced.
“We will ensure there are no constraints or sabotage of the delivery system to the public through the concession holders and the present system.
“The whole idea is to make everything work together in an integrated manner,” he said, adding that they wanted to do it without additional funds and reduce costs for the home ministry and Immigration Department.
On whether the Malaysian Immigration System (myIMMs), which was allegedly sabotaged by a syndicate last year to allow the entry of illegals, will be replaced, Zahid said it would be upgraded and become part of the new system.
On preventing such incidents from recurring, Zahid said a test run would be carried out before implementation.
On whether the RM6 billion project would rake up additional costs, Zahid said the vendors are subject to an agreement that there will be no extra costs incurred. - FMT

  1. There is no such thing as zero defects. ...
    If the system is made/created by humans....there is always ways and means to counter and find its way to undo it...
    ( one ways is "rasuah"..have you ever thought of that,,,??? )
