THE BLOATED CIVIL SERVICE CAN BE A FANTASTIC SOURCE OF GROWTH

This is a timely reminder. I received this today. Gone viral.  This is about the bloated Civil Service.  This appears like it is from Super Moron's sibling. If it is not, no big deal.





Malaysia has the highest number of Civil Servants compared to the number of population. This is despite things like Pos Malaysia being privatised to Syed Mokhtar.

We went to Pos Malaysia a few days ago to buy a Money Order and send it by Pos Laju to somewhere. It took us ONE Effing Hour. 

First there was a queue, so we had to take a number and wait. That took about half an hour.  Then when we got to the counter there was a slovenly guy with an attitude who started talking to us. After about FIVE minutes he pushed us to his colleague at another counter.

Then the interrogation began. We filled up the forms to buy one Money Order for RM700.  Then the girl at the counter retyped the whole thing into her computer.  So what is the purpose of filling up the form in the first place? They even requested where I was born. Is that relevant?  If below RM2.6 Billion tak payah lah tanya soalan bodoh.  

Before this you just filled up the Money Order form, go to the counter with form and cash and the clerk will give you the Money Order. Less than five minutes.  Now it took half hour. 

Although Pos Malaysia has been privatised, this is the gomen style of working. It is not productive.

Lets get back to the graphic above.  Despite privatising Pos Malaysia, TNB, Telekom etc the Civil Service has over 1.6 million workers (dont know exactly how many but it is north of 1.2 million workers).

They consume RM74 billion salaries per year and RM19 billion pension = RM93 billion annually.

Where will the gomen get the money to keep paying so much money to so many mouths.

Plus are they productive?  Under Tun Dr Mahathir, the gomen became a Facilitator. "How can I make your life easier" was the conduct of the Civil Service.

I recall in the 1990s, a group of Indian Salafis were visiting Malaysia. Their view was, 'In your country Malaysia, the govt tries to make peoples' lives as easy as possible. In India it is the other way around - the govt tries to make peoples' lives as difficult as possible".

I dont think this is true anymore. The gomen now makes life as difficult as possible for the people, especially the non Muslims and non Malays.  But that is another topic.

What is the productivity of the Civil Service?  Has anyone done any honest survey? Huh? No need? No need to do any surveys?

The teachers are full of religious shit. 
Hence the gomen schools are full of shit.

Its worse than ever now. You call a gomen agency early in the morning, Encik Alias is not there (sudah keluar minum).  You call a bit later, Encik Alias is not there (masuk mesyuarat aka keluar minum).  Then it is lunch and waktu solat until about 2:00 pm.  After 3pm it is again waktu minum and waktu solat.

Here is the danger. They are being paid RM93 Billion a year.
But are they producing economic output worth more than RM93 billion a year?

A large part of the gomen service is dedicated to maintain the bumi quotas.
This means saying no to the Chinese and other non Malays (no license, no permits, no approvals, no contracts, no scholarship, no, no, no.)
This means saying no to the more productive sectors of the economy.
So where are you going to get that RM93 Billion per year to pay salaries and pensions?

Duit Petronas sudah tak ada brader. 

Here is how the Civil Service can be reformed.

1. First, please abolish ALL 'kantin dan kafeteria' in ALL gomen departments. You can bring your tea from your house or from outside but NO leaving your post to go to the kantin two or three times a day.

2. Punch out during sembahyang. If you pray, you pay for your own prayer. Why should the taxpayers pay for your prayer times? What is so special or great about Civil Servants?  Who pays for our prayer times in the private sector? No one.

3.  Reduce the number of Civil Servants by attrition - not hiring any more new Civil Servants (say for the next 10 years).

4. Absolutely NO extension of service even for Nobel Prize winners among Civil Servants (like the IGP, judges, university vice chancellors etc). Once you hit 55, out you go.

5. Restore the retirement age to 55 years. No more 60 years.  After 55 years, those who wish can become con-sultans, kutu surau, pelesit masjid,  Viagra romeos etc. (THERE IS NOT ENOUGH MONEY TO SUSTAIN THEIR JOBS UNTIL 60 YEARS!!)

THE FOLLOWING ARE IMPORTANT
 
6. Civil Servants MUST BE trained for multi tasking. They must have more than one set of skills. They should be able to perform more than one skill in their career.
7. The Civil Service must be punctual, sharp and deliver exactly on time.
8. TIME shall be of the essence in ALL Civil Service functions.
9. Entry level until middle management Civil Servants must assume larger workloads. This is NOT to torture them but to train them to be able to work hard and work fast and efficient.

6 to 9 above must be combined to create a super Civil Service. So that Civil Servants will be head hunted by the Private Sector. (Yes folks, put on your thinking hats).

To overcome the racial imbalances in the country, the Civil Service must become a training ground and incubator to prepare Malays and bumiputras and Chinese and Indians for jobs and risk taking in the private sector.  

This is the model applied in Singapore, the US, Israel (especially Israel) and other countries.  

Their professional and hard working civil service produces efficient managers who are very sought after by their private sectors.  

This will also increase the incomes of Civil Servants who join the private sector.
Plus it will save salaries and pension expenses for the gomen.
