Selangor mulls retrospective amendments over Khusrin row

SHAH ALAM, Jan 4 — Selangor is considering amending the state constitution with retrospective effect to break the impasse over the appointment of Datuk Mohd Khusrin Munawi as the state secretary.

Selangor Speaker Datuk Teng Chang Khim pointed out today that only criminal laws could not have a retrospective effect.

“If this clause is further amended, it may have retrospective effect,” Teng (picture) told reporters today, referring to section 52(1) of the Selangor constitution that covers the appointment of the state secretary.

“It could take effect January 1, 2010. Then it will have retrospective effect,” he added.
