Why do we only blacklist PTPTN defaulters?

I refer to the recent media coverage of National Higher Education Fund Corporation (PTPTN) defaulters being blacklisted from travelling by the Immigration Department.
I personally do not agree with this blacklisting as defaulted educational loans are civil in nature and not criminal matter, therefore defaulters should not be blacklisted from travelling as opposed to income tax defaulters where there may be penal action for non-payment and therefore travel blacklisting is justified.
It is also unfair that only PTPTN defaulters are blacklisted when so many other defaulters of loans from government institutions such as Agro Bank, SME bank, Bank Pembangunan, Bank Rakyat, BSN and all agencies such as Mara and so on are not barred from travelling upon defaulting.
Let’s not discriminate against only PTPTN defaulters, if we blacklist them, all defaulters to government institutions should also be blacklisted. In fact the older generation should set a sterling example to younger generation by paying their dues on time.
