My comments : Electro Magnetic Weapons are not new.
Just that newer technologies have made them more powerful.
Since electromagnetic weapons can also kill the people operating them, new dronetechnology (UAVs, RPVs) have provided safer 'delivery methods' which magnify their deployability. (Bear with the military talk ok - it is relevant.)
So drones that fly in the air, drone missiles (already in use in Russia), drone ground vehicles and drone naval craft can all be carriers of these new electromagnetic weapons. You do not need human beings to be involved.
When I was in the US, American friends who had served in the military would talk about suicide cases in the US Airforce where airmen manning radar stations would just climb onto the roof and stand in front of their radar dishes. The radar waves will just cook them alive.
Similarly electromagnetic weapons shoot off Ultra High Frequency radio waves (like your microwave ovens) which can fry electronic circuits. That is their main destructive effect. Any equipment that has electronic circuits, computer chips etc will get fried - it will not work.
