Bersama says the panel should review the Malaysia Education Blueprint 2013–2025, which aims to place Malaysia among the top third of countries in international assessments.
The group’s policy spokesman Sum Dek Joe made the call following the release of the 2025 Programme for International Student Assessment (Pisa) results.
He said the Pisa results showed the mathematics score fell from 440 points in 2018 to 397 in 2025, while reading dropped from 415 to 393 and science from 438 to 419.
Sum said the panel should review the Malaysia Education Blueprint 2013–2025, which aimed to place Malaysia among the top third of countries in international assessments.
“However, the 2025 Pisa results show that performance in all three domains remains lower than in 2018,” he said in a statement.
He said the panel – which should comprise education researchers, assessment experts, experienced teachers and public finance specialists – should be given access to education ministry data.
Sum said the panel should be tasked with determining which policies had worked, which had failed and why learning targets had not been achieved.
He also called for the panel to submit its findings and recommendations to Parliament within six months, together with interim learning targets, implementation responsibilities and funding requirements.
Sum said annual progress reports should then be tabled in Parliament to ensure the reforms were properly monitored.
“Malaysia’s children cannot afford unfulfilled promises,” he said.
Administered by the Organisation for Economic Co-operation and Development (OECD), Pisa is a triennial survey of 15-year-old students that assesses their acquisition of key knowledge and skills essential for full participation in society. - FMT
