Emulate Japan’s community clubs to grow football talent, says MP

An opposition MP has suggested that the youth and sports ministry emulate Japan’s policy on community sports clubs to develop Malaysia’s football talent at the grassroots level.

Wan Ahmad Fayhsal Wan Ahmad Kamal (PN-Machang) said Japan’s initiative resulted from collaboration between the government, national sports department, sports associations, corporations and communities.

These clubs would involve all sports and people of all ages, not just high-performance athletes, he added.

“Their steadfastness resulted in football stars such as Liverpool (midfielder) Wataru Endo and many more,” he said while debating the Sports Development (Amendment) Bill 2026 in the Dewan Rakyat.

While Malaysia had its own community-level football programmes involving academies, clubs, district associations and interschool competitions, he said the missing element was a system to connect them all, as well as legislation mandating and governing such a system.

The Wawasan MP said there was still a massive gap between grassroots sports development in rural and urban areas, and the bill did not address this issue.

Earlier today, youth and sports minister Dr Taufiq Johari tabled the amendment bill, under which sports bodies used for purposes harmful to national security, public order or morality can be declared unlawful and struck off immediately.

The bill also sets up a new enforcement and investigation regime, giving ministry-appointed enforcement officers and police the power to record statements and seize documents from sports bodies.

Under the new Section 41A, the minister may issue a declaration to cancel a sports body’s registration with immediate effect through a gazetted order after consulting the sports commissioner. - FMT
