Police to refer investigation on ex-CID chief Shuhaily to AGC tomorrow

 


Police will refer the investigation into allegations that Malaysian Border Control and Protection Agency (MCBA) director-general Shuhaily Zain physically assaulted two police personnel at KLIA to the Attorney-General’s Chambers (AGC) tomorrow.

Inspector-General of Police Khalid Ismail said Bukit Aman’s Criminal Investigation Department (CID) is investigating Shuhaily (above), who is a former CID director, under Section 323 of the Penal Code for voluntarily causing hurt.

He also confirmed that police reports were received from two police officers, alleging physical assault by Shuhaily, in a Sept 28 incident.

“The investigation papers will be referred to the AGC on Oct 6, 2026 for review, advice and further directions, in accordance with Article 145(3) of the Federal Constitution.

“To date, statements have been recorded from 25 witnesses, comprising police officers and personnel, MCBA officers, auxiliary police personnel of Malaysia Airports Holdings Berhad, baggage handling system workers, medical officers, and independent witnesses,” Khalid said in a statement.

If convicted under Section 323, an offender may be sentenced to up to one year in prison, fined up to RM2,000, or both.

In a press conference after a video clip of the incident went viral, Shuhaily said he would leave the investigation of the allegations to the authorities and was prepared to accept any decision by the government.

He joined the MCBA on July 1, 2025, after being appointed the agency’s director-general for a two-year term, ending on June 30, 2027. - Mkini
