
Rusid said the Himpunan Rakyat Benci Rasuah organisers had yet to show that they had the permission of Kuala Lumpur City Hall (DBKL) to use Dataran Merdeka as the venue for the gathering.
“The organisers previously submitted the notice but it was incomplete. We asked them to get permission from the landowner,” he told reporters at the Kuala Lumpur contingent police headquarters.
Rusdi also disputed claims that DBKL was not the owner of the venue.
He said that in Kuala Lumpur, Padang Merbok and Dataran Merdeka had been gazetted as venues for gatherings and that DBKL was the designated owner of these venues.
However, he said the police were aware that the organisers would still proceed with the rally, adding that 400 personnel would be dispatched to maintain peace and order.
He also urged all parties to obey the law.
The rally’s secretariat previously claimed that the condition set by the Dang Wangi police had no legal basis and was contrary to the Peaceful Assembly Act 2012.
The secretariat’s legal adviser Zaid Malek said they submitted a notification for the rally on Jan 15, but that the police had asked them to seek the permission of the owner of the place of assembly, citing Section 11 of the PAA as a condition for the notice under Section 9 of the same act.
He said the condition came as a surprise as the rally would be held in a public space. - FMT
