'Change or be changed,' CID chief warns cops colluding with syndicates

Bukit Aman Criminal Investigation Department (CID) chief Mohd Shuhaily Mohd Zain has issued a stern warning to his subordinates who continue to collude with crime syndicates.

“It is very simple, either you change, or you will be changed,” said Shuhaily in his address to CID contingent chiefs and CID division chiefs nationwide who were gathered in Penang earlier today.

In his speech shared by PDRM’s official Facebook page, Shuhaily called out those who he said were willing to sacrifice the lives of their colleagues by offering information on enforcement operations in exchange for money from syndicates.

“You are willing to sell the ‘life’ of a colleague for money that you get from a syndicate.

“In other words, in this team in the future, there are those willing to ‘kill’ each other for money.

“Why? Because of a lack of supervision at the lower ranks (contingent and district levels) to oversee and evaluate the lifestyles of their subordinates,” said Shuhaily.

Without mincing his words, Shuhaily questioned how a police sergeant earning minimum wage could afford luxury vehicles such as Alphard, Vellfire, and Mercedes.

“Were they ever made to declare their assets? These things are all in our orders,” he stressed.

Even worse, he said there were superiors who colluded with their subordinates in such acts.

“There are bosses who went together with their sergeant to buy a luxury car. ‘You take this (plate) number and I’ll take this number.’

“Did it happen? You all are quiet. Because it does happen in the team!” he stressed.  

Shuhaily further warned all 130 CID division chiefs that their failure to follow instructions would see them being transferred from their positions.

“Not only will you be transferred, I will put a note that says you will not be recommended for any higher rank.

“You are not worthy of a higher rank to supervise others, because you can’t even carry out your existing duties.

“So why should I promote you and recommend you for promotion?” he said. - Mkini
