Selangor law changes not for absolute monarchy, says law expert


PETALING JAYA, Jan 23 – Selangor’s proposed changes to the state constitution are not meant to return absolute powers to the monarchy but to clarify some processes, said a law expert today.

Professor Dr Abdul Aziz Bari told a rally here the amendments were aimed at returning the procedure of appointing the state’s senior civil servants to what it was before 1993.

“No one has the final say over the appointment of the state secretary,” Aziz told a 250-strong crowd at a public rally organised by the Respect the Voice of the People of Selangor (HSRS) movement today.

“The Sultan plays a role and receives recommendations from the public service commission. But he, as the constitutional monarch, must consult the mentri besar,” added the constitutional law expert.

Selangor Mentri Besar Tan Sri Khalid Ibrahim plans to resolve the impasse over Datuk Mohd Khusrin Munawi’s appointment as the new state secretary by amending the constitution at an emergency state assembly sitting tomorrow.
