New pay scheme for civil servants only from 2025

PETALING JAYA: A new salary scheme for civil servants will only be implemented in January 2025, according to the timeline of a review posted on the public service department (JPA) website.

The review of the New Remuneration Scheme, which began in July, will be completed by October next year before being tabled in Parliament for approval together with the 2025 budget.

According to the review dates sighted by FMT, the first interim report on the study by the committee was submitted to the government at the end of last month.

A second report will be submitted at the end of next month, and a third is scheduled to be completed by March.

A final report will be submitted at the end of May for fine-tuning and finalisation of the report by the Public Services Commission.

“It will then be presented to the Cabinet committee on the review of the civil service remuneration in July for final approval.

“It will be announced in Budget 2025 scheduled for next October and will be implemented in January 2025,” it said.

It is not yet known if the new scheme will be backdated.

The revision will also involve a parallel adjustment of salary schemes for the armed forces and police personnel.

According to an official, a revision of pensions will be carried out once the current schemes are adjusted as the new payments can only be derived from the finalised salary grades.

Meanwhile, 72% of suggestions from civil servants for the improvement of their terms of service were focused on the health sector, with those from the technical sector receiving the least number of comments.

About 64% of the feedback was related to the sustainability of post-retirement life, focused mainly on pensions and gratuities.

A total of 44,328 civil servants have responded to the JPA survey so far, submitting 115,285 suggestions. - FMT
