PETALING JAYA: The independent police conduct commission will be implemented next year, deputy home minister Shamsul Anuar Nasarah told the Dewan Rakyat today.

“Standard operating procedure and the implementation process of the bill will be determined after committee appointments are finalised,” he said in winding up the budget debate at the committee level.

Last month, home minister Saifuddin Nasution Ismail said the ministry is still in the process of selecting members for IPCC in accordance with the IPCC Act, which came into effect on July 1.

“It involves appointments and procedures, and we will announce it once it’s finalised. Simultaneously with the finalised list of members, it will function as it should,” he said.

The original Independent Police Complaints and Misconduct Commission Bill was tabled in Parliament by the Pakatan Harapan government in 2019, but was heavily criticised because the commission would have lacked sufficient powers to act on complaints.

In 2020, the IPCC was introduced to replace the IPCMC, with the bill – which critics describe as a watered-down version of the IPCMC Bill – passed in July last year during Ismail Sabri Yaakob’s tenure as prime minister. - FMT
