The contractor entrusted to complete the nation’s defence studies facility has no track record in construction and a terrible financial record, whistleblower Rafizi Ramli said today.
Awan Megah Sdn Bhd, owned by Selangor Umno Wanita leader Senator Raja Datuk Ropiaah Abdullah, was awarded a contract to complete the National Defence Education Centre (Puspahanas) in 2005 in exchange for some 80 hectares of land in Bukit Raja, Selangor and RM27 million.
“Awan Megah is just an ‘Ali Baba’ company ... That’s why it has to elect another company as a partner to finance and complete the project,” Rafizi told a press conference here.
The PKR strategy director highlighted that the latest financial statement filed by Awan Megah to the Companies Commission of Malaysia (SSM) showed that its last activity was on December 31, 1993, 12 years before the Puspahanas deal award.
The company also only has RM6,180 in assets, which caused the company to seek a partner to finance its projects — plastic manufacturer GuppyUnip Sdn Bhd.
A credit facility by the United Overseas Bank (UOB) was awarded to GuppyUnip on July 21, 2010 which will cover the capital for Awan Megah worth RM59.25 million, the premium for the land title transfer from the Selangor government, and the cost for the development site’s preparation.
The Malaysian Insider reported this morning that the Puspahanas project ground breaking was done on November 21, 2008 but the exact location of the building is a mystery, with the only known point on a map shown to be a carpark near the Health and Higher Education ministries in Precinct 1 of Putrajaya.
