UM students livid over 'scrolls for sale'


Student groups in Universiti Malaya are seeing red over a new policy where graduates will be charged for printed certificates, calling this a "scrolls for sale" scheme.

Universiti Malaya Association of New Youth (Umany) secretary Joycelyn Chu (left) said the university had decided that starting July, the management would only issue digital certificates.

Whereas the printed version would only be issued upon request for a fee.

"The university will impose a processing fee of RM50 for local students and RM70 for international students for the printed certificates.

"This is just like a higher education institution selling their scrolls," she added.

In an email sent out to students and sighted by Malaysiakini, the university management announced that only e-Scroll (electronic scrolls) would be issued to the graduates.

"The e-Scroll is a digitally signed document by authorised signatories of the university. It can be viewed and printed by the graduate or any other authorised person at any time and from any place.

"We wish to highlight that the university will not replace the original paper-based scroll issued to graduates if the scroll is destroyed or lost," reads the email from the UM examination section.

Meanwhile, UM student council president Fahmi Zainol (right) criticised the new policy as being unreasonable and profit-driven.

“It is disrespectful towards the student representative council which represents the students as they were not consulted on this new policy.

“The university consists not only of the administration, but also staff and students. The lack of campus democracy results in reckless, inconsiderate and oppressive decisions and policies that harm the well-being of students,” Fahmi said.

Malaysiakini has contacted UM deputy vice-chancellor Prof Hamdi Abdul Shukor, who is in charge of academic matters, and is awaiting his reply.
