PM: Billions saved by embracing Blue Ocean Strategy

Malaysia has saved billions of ringgit through several initiatives undertaken via the National Blue Ocean Strategy (NBOS) since 2009, said Prime Minister Najib Abdul Razak.
The Urban Transformation Centre (UTC), an NBOS success story, has helped the government save RM1.5 billion by renovating and modifying existing underutilised buildings at the lowest possible cost, he said.
“We provided a new and essential service for the people, and saved money. In fact, by not constructing from scratch, we saved RM100 million for every UTC,” he said in his speech at the International Conference on Blue Ocean Strategy at the Putrajaya International Convention Centre today.
The UTC is a one-stop centre across Malaysia, providing a wide range of services under a single roof from 8.00am to 10.00pm, seven days a week.
Najib, who is also Finance Minister, stated that 35.3 million visitors had patronised the UTCs between June 2012 and July 2016.
Besides the UTCs, he said repositioning some 7,400 police officers to the security frontline from desk jobs, had also saved the government a significant amount of money.
“By repositioning, instead of hiring, training and paying that number of new officers, we saved RM1.3 billion.
“We would otherwise have to spend, while the office duties are tilled by civil servants from other departments, where streamlining needed to be made,” he said.

Najib also said the joint training and collaboration between the police and armed services seen under the NBOS initiative, has been of significant benefit to the safety of the country.
He said the police-military collaboration in sharing of training facilities had saved the government RM700 million, from not having to build new police training centres.
“Here again, we see the National Blue Ocean Strategy principles of high impact, low cost, and rapid execution in action,” he added.
