This is from the New York Times. The US trade tariffs threatened against Mexico have been 'cancelled' or postponed or kept within easy reach etc.

My comments :
The problem is with Central America. Many movies have been made about the 'migrant caravans' that smuggle poor people from Central America through Mexico and into the US.
The heart rending 2009 movie Sin Nombre gives a vivid depiction of the migrant trails from Central America, through Mexico and then to the United States. The movie depicts the poverty, the desperation, the gangs involved, the drugs, the extreme violence and killing that exists on the Mexican side of the Mexican - US border.
Trump wants Mexico (which the Mexicans have agreed) to police their southern border (Mexican - Guatemalan border) more effectively to put a stop to these 'migrant caravans' that ultimately make their way north to the USA.
I agree with the skepticism if these 'measures' will work.
Lets live in the real world ok? There are less jobs, less economic opportunities, less of everything in Central America. The people there are desperate.
Just like the Banglas, Indons, Myanmars, Nepalis and Indians in this part of the world.
It is not just the pull factor of the USA.
It is the push factor of the shit hole countries.
All the walls and the fences in the world will not be able to keep out people who are desperate to live and breathe in a free country.
The Great Wall of China did not keep out the Mongols (or the mythical Tao Tei).

It will be cheaper, safer and most importntly - economically profitable - to invest time, energy, money in those poor countries and bring them up as quickly as possible.
They need more China. Where is China?
