MCMC prepping proposed framework to license social media - Teo

PARLIAMENT | The Malaysian Communications and Multimedia Commission (MCMC) is preparing a proposed framework to license social media platforms and online service providers.

Deputy Communications Minister Teo Nie Ching told Parliament this morning that the licensing will be applied to social media and internet messaging service providers according to set evaluation criteria.

“The proposed enforcement of licensing on online service providers is now being scrutinised and MCMC is in the process of completing the licensing framework,” she said.

Enforcement will be proportionate and is not meant to restrict freedom of the media, she added.

“This regulatory proposal is to increase the level of online safety and deal with content that is against the country’s legislation,” she said.

MCMC also rejected about 14 percent of social media post removal requests it received from January to March of this year, she said.

She added that the remaining 86 percent of requests that lead to the removal of social media posts are related to gambling (73 percent), fraud (15.63 percent) and fake content (4.15 percent).

Besides that, she said that the Digital Safety Bill 2023 may be brought to Parliament for approval in the next sitting.

A committee had already been established and discussions have started regarding the need for a law to ensure online safety, she added.

Last Thursday, Minister in the Prime Minister's Department (Law and Institutional Reform) Azalina Othman Said reportedly said that the Legal Affairs Division has prepared a working draft for the bill. - Mkini
