Govt to resolve parallel pathway issue via bill in Parliament: Fahmi

Government spokesperson Fahmi Fadzil said today the parallel pathway issue is expected to be resolved through a bill to be brought to Parliament in the upcoming session.

Addressing reporters in Putrajaya, Fahmi said the cabinet discussed the issue at its meeting today, chaired by Prime Minister Anwar Ibrahim.

“A joint memorandum by the health minister and higher education minister was tabled and decided on.

“So the parallel pathway issue, we see that it can be addressed through the tabling of a bill that will be brought to Parliament,” said the communications minister.

Fahmi, however, said details surrounding the bill to be tabled should be referred to the ministries in charge.

Fahmi said as promised last week, a discussion on the matter was held today.

Law amendments

The Attorney-General’s Chambers had last week advised the government to amend a few laws concerning Universiti Teknologi Mara’s cardiothoracic surgery parallel pathway programme.

He reiterated the parallel pathway programme issue involves overlapping between the Malaysian Qualification Agency and the Malaysian Medical Council (MMC).

Following the two ministries’ tabling of its joint memorandum today, Fahmi said the next step would be to present the draft bill to cabinet.

“So we hope if all goes well, the bill will be brought to Parliament in the upcoming session (end of this month) or the next one after that,” he added.

Previously, Higher Education Minister Zambry Abdul Kadir said his ministry had recently met with the Health Ministry to tackle legal questions as well as concerns around the accreditation of university medical courses caught up in the parallel pathway dispute.

Health Minister Dzulkefly Ahmad also previously affirmed the government’s intention to amend the Medical Act 1971 to reconcile differences between the parallel pathway programme and traditional local medical degrees.

At the centre of the dispute is whether the MMC will recognise qualifications from the parallel pathway and genetic medicine graduates for inclusion in the National Specialist Register. - Mkini
