Does this not clearly prove the WTP ministry is very exposed to the direction of the Minister of the Ministry and its officials to the Company Juz Jati Sdn Bhd or class B tender is approved.
How old-fashioned and stupid this ministry officials from its development division (also a branch in Sabah) to a department that manages the JKR Sabah project failed to get a scope of work and tender prior to its implementation more than the original set.
Why not be limited only by tendering Class A? Did the previous Ministry of Finance Malaysia via a letter of reference S / K.KEW / PK / KI 1/1700/8/0209/156/12-43 vol 11 SK 7 (6) dated August 18, 2010 has approved 16 projects in advance NKRA ( from the 57 who applied for a pass 16-may now have changed)?

Why the ministry did not like the way first? Maybe because if the first method (i) the ministry will have to follow MOH direction if any ministry projects exceeding RM 10 million even ministry recommends the appointment of contractors in WTP, but the MOH still has the power to recommend 10 qualified companies.(Not necessarily agree with the ministry if terms of price and technical incorrectly).
But as a whole generally agreed with the recommendation of MOH MOH. Ask the Dato 'Yussof Dohab he would have known how to command the Minister of the Ministry and its officials like Dr. Faiz Najmil and Dato' Karim influencing WTP Chairman ministry.
The remains bad. Ministry of Finance Malaysia will not be in cahoots with the things that can get wrapped around their necks. So the official response;
"Therefore, there is no issue that the Minister MRRD has deviated and directed the Class B limited tenders approved in the project and no disciplinary violations committed by the officers involved in the implementation of a limited tender for this project."
What about the second letter I listed in this article on Kangkau Road Project (Skip)-Narambai, Ranau, Sabah reference S / K.KEW / PK / KI 1/700/810209/156/22 SK vol 15 4 (4) ?
Apparently this second offense and probably many more letters like this? Kenilworth Road Project at the real one, thus the second project is a PKK Class B increased cost up to RM16, 035,890.00 and appoint contractors Millionaire Gold Co., Ltd..
