The Muslim Youth Movement of Malaysia (Abim) has urged the government to clarify the guidelines regarding the recent appointments of various individuals to ministerial-level positions.
The group said many individuals have been appointed to ministerial-level positions since the Sheraton Move last February.
“Abim thus urges the prime minister and the government to present a clear guideline regarding these appointments," said Abim president Muhammad Faisal Abdul Aziz in a statement today.
He said the guidelines should cover the requirements of such positions, their accountability to Parliament, and the limitations of these appointments to ensure proper transparency.
He said the concern is these appointments represent an unhealthy political culture that will affect good governance and negatively impact the country’s finances.
He added that the accountability of these minister-level positions should be clarified in accordance with the doctrine of "collective responsibility" as contained in Article 43(3) of the Constitution which states:
"The cabinet shall be collectively responsible to Parliament."
Faisal said, "In the long run, Abim is also worried these ministerial-level appointments will be used as a ‘political reward’ or ‘consolation gift’ to any MP who supports someone to become prime minister.
“Such practices will set a bad precedent for our democracy and must be avoided at all costs.”
The latest person to be appointed to a ministerial rank is former prime minister Muhyiddin Yassin, who was yesterday announced to be the National Recovery Council (NRC) chairperson with the status of minister.
Other individuals currently holding ministerial-level positions are PAS president Abdul Hadi Awang, Progressive Democratic Party president Tiong King Sing, and Serian MP Richard Riot, who are special envoys to the Middle East, China, and East Asia, respectively.
