I received the following via email from a reader. I am accepting this in good faith. However to protect myself (and others) from any negative consquences I have hidden the identities, names etc.
The complaint seems genuine enough. Not only the costs of doing business are going up but business and the economy are being disrupted if ships cannot unload goods at the ports smoothly and efficiently.
I hope there is a better resolution to this issue. Here goes:

Saya merayu kepada Tuan Syed untuk merujuk dokumen yang disertakan dengan email saya ini.
Surat tersebut mengumumkan bahwa APA2 CONTAINER YANG DATANG KE LABUAN AKAN DI KENAKAN CHARGE TAMBAHAN.
Contoh: 20 kaki container di khendaki di bayar sebanyak RM3050 manakala 40 kaki container di khendaki bayar sebanyak RM6100.
Semua ini disebabkan oleh polisi dibuat Kementerian Kesihatan Malaysia (Labuan) di mana mereka menghendaki swab test dan quarantine procedures dilakukan kepada anak2 kapal.
Sepatutnya, Kementerian Kesihatan Malaysia (Labuan) patut jangan membenarkan anak2 kapal itu turun supaya tidak diperlukan swab test dan quarantine.
Sekarang, gara2 polisi ini, peniaga dan pengguna akan sama2 terpaksa menanggung kos2 yang meningkat ini kerana syarikat2 perkapalan telah menetapkan kos tambahan kepada container2 yang masuk ke Labuan.
Tuan Syed. Ini lah dipanggil kos push inflation dan percaya lah penduduk Labuan akan merasa inflasi luar biasa disebabkan polisi yang tidak bertanggungjawab ini.
Dengan ini, saya merayu kepada Tuan Syed untuk menyampaikan message saya ini supaya satu tindakan boleh diambil untuk membatalkan polisi ini.
Sekali lagi, saya merayu kepada Tuan Syed.

Kepada Menteri Kesihatan baru YB KJ please take note. There has to be a better balance between imposing rules and regulations to tackle the Covid and driving up the costs of doing business for ships coming into port.
Perhaps all sailors on board Malaysian registered vessels operating inside Malaysian waters should be treated as 'front liners' and fully vaccinated with priority.
Mandatory self-administered swab tests on board ships before coming into Malaysian ports could be a time-saving and safer option. (Just a suggestion).
If needed random swab testing can be administered instead of forcing the entire vessel into a 14 day quarantine prior to unloading.
Positives can be dealth with appropriately.
There is no need to quarantine 20 foot metal containers. Just disinfect them.
Every single disruption costs money. Ultimately prices go up and the people will pay higher prices.
