WHAT HAS HAPPEN TO Independent Police Complaints and Misconduct Commission (IPCMC)

UMNO/BN federal government who had once upon a long time ago (from PM Pah Lah's time) promised that they will form a task force to look into police complaints and brutality by the setting-up of an Independent Police Complaints and Misconduct Commission (IPCMC) and until to-date there seems to be no initiative to form such a body.

Recently we saw through the Peaceful Assembly Bill 2011, the police have be granted greater exclusive powers in deciding on how aggrieve members of the public could voice their concern and any member who violates any police order would be impose substantial fines and jail sentences. This Bill was actual done in a rush although the IPCMC had been promised many months or years ago.

If police are going to be granted greater or more powers to decide than there must be a regulatory body to ensure too that the police have not overstep their powers or not abiding by the terms of the law at hand.

Police brutality had also been on the rise while most incidents were merely covered-up by internal police or Home Ministry investigation. The Bersih 2.0 rally (according to them BANNED) have uncovered various police brutality and misconduct by SUHAKAM, while those who took part had claimed that it was done peacefully and only on police brutal action had a small crowd gone aggressive or not abide to their instruction since they were cornered and had no choice or option but to do so.

Just yesterday it was reveal that those involved in the Christmas carollers were required to apply for permit by the State/ district police station while the IGP and Home Minister were tweeting and claiming that there were no such rule imposed.

In order for the members of the public to seek a fair and just redress, the IPCMC must be established immediately and the body should comprise of ordinary citizens who command high respect among the communities in the State without police, judiciary or any political affiliation. This body must be given powers to prosecute any wrong-doers in the police force without hesitation.

There were reports during 2007 that the government mulls over its decision to implement the IPCMC while the police force had launched a severe campaign to step up its rejection to the proposal of the setting-up of the IPCMC. But now is the time to set-up this IPCMC as police had been given greater powers and the issue of abuse could arise.
