Mat Zain cautious about police report, distributes copies of Batu Puteh statutory claim to IGP, lawmakers instead
Former Kuala Lumpur CID chief Mat Zain Ibrahim handed over copies of his controversial statutory declaration (SD) to several online media groups and Members of Parliament today.
The copy of his SD, dated Oct 7, was sent to Prime Minister Najib Abdul Razak, Solicitor-General Idrus Harun, Chief Secretary to the government Ali Hamsa and Inspector-General of Police Khalid Abu Bakar.
However, the former top cop is denying that the SD, as reported by certain quarters, was out as a conspiracy to tarnish Attorney-General Abdul Gani Patail and have him replaced with another person of a certain leader's choice.
"I realised that this the result of the authors of those reports not having seen the full content of the SD, the copies of which were handed to the PM, the solicitor-general, the chief secretary and IGP last month.
"To prevent any doubt and misconception in the society, I have decided to release the full SD to several news portals and some MPs today. However, the publication of the full SD is at its own risk," Nat Zain said in a statement today.
Dr M involved
Earlier reports have related that Mat Zain had been called by senior lawyer Muhammad Shafee Abdullah to meet with former prime minister Dr Mahathir Mohamad.
Among other things, the discussion centred on the loss of Pulau Batu Puteh to Singapore in 2008, after a hearing before the International Court of Justice in The Hague.
This led to Mat Zain calling for a royal commission of inquiry to investigate the loss of the island, which he claimed was partly due to a concocted photograph.
'I'm not involved in any conspiracy'
Mat Zain also said in his statement that he has informed Najib, in writing, that he reserved the right to make his SD public if there was a need.
The former KL CID chief reiterated that he was not involved in any conspiracy to tarnish Gani's reputation in this.
He also said there was no need for him to lodge a police report about his SD, as said by Home Minister Ahmad Zahid Hamidi nd Perkasa president Ibrahim Ali, since the police could open investigations into what he has already affirmed.
"I have already asked the IGP to use his discretion to accept the SD and use provisions under Section 107 (3) (a) (b) and (c) of the Criminal Procedure Code to use the SD as a police report," he said.
"Hence, I would suggest that this matter be of utmost importance as it involves the sovereignty of the country, and that an RCI be formed to investigate on the lost of Pulau Batu Puteh," Mat Zain said.
RCI can be called by the King on advise of PM but would Najib do so?
Mat Zain said Najib could advise the the Yang di-Pertuan Agong to allow the formation of a tribunal, as what had been formed against former Lord President Salleh Abbas, and other RCIs in the past that did not depend on the lodging of a police report.
He hopes that the government will not use the the absence of a police report on the matter to abstain from its responsibility to form an RCI to investigate the loss of Pulau Batu Puteh to Singapore. - Mkini
