Company linked to Anwar's ex-aide won RTD deal in open bid: Fahmi

The government has clarified that a company linked to the premier’s former aide won a RM190.01 million Road Transport Department (RTD) deal through an open tender process without being influenced by any individuals in the firm.

Communications Minister Fahmi Fadzil said Prime Minister Anwar Ibrahim and Transport Minister Anthony Loke explained the matter during today’s cabinet meeting.

According to Fahmi, HeiTech Padu Bhd - a company where Anwar’s former political secretary Farhash Wafa Salvador Rizal Mubarak is a shareholder - won the tender and project on Nov 24 last year, while the purchase of his shares in the company through Roseeta Partners Sdn Bhd occurred on March 16 this year.

“The prime minister and transport minister have provided an in-depth explanation to the cabinet members as an example of the effectiveness of the MySikap system. This project was done through an open tender and won by HeiTech Padu.

“It was approved by the Transport Ministry’s Tender Board on Nov 24 last year while the ministry approved it on Feb 2 this year.

“This means the decision to award the tender to HeiTech Padu was made last year. So, there is no connection with the presence of any party in HeiTech Padu to the approval,” the government spokesperson told a press conference in Putrajaya today.

HeiTech Padu’s success in winning the RM190.01 million RTD tender caused controversy as the company was linked to Farhash.

On March 19, Farhash explained that his share ownership in HeiTech Padu through Rosetta Partners was jointly owned with Kelantan ruler Sultan Muhammad V.

He said Rosetta Partners is fully owned by Mfivesouthsea Sdn Bhd, which he co-owns with Sultan Muhammad V, not solely owned by him as certain parties claimed.

PJD Link scrapped

Fahmi also announced that the government has decided to cancel the Petaling Jaya Dispersal Link (PJD Link) elevated highway project.

The cabinet decided to not proceed with further discussions after the relevant parties failed to meet the set conditions.

“The cabinet will not continue discussions on PJD Link and has decided not to proceed with the project.

“This is after the failure to meet the conditions for the project,” he said.

On Aug 7 last year, the Selangor government maintained its decision to cancel the PJD Link as the operating company still could not meet the social impact assessment (SIA) requirements for the highway project. - Mkini
