Penang CM Lim Guan Eng today asserted that the state government had the right to hold the thanksgiving rally at Esplanade on Saturday.
He told a press conference today that the question on the legality of the rally should not arise as it was a state government programme.
"The state government does not need a permit to hold the programme, otherwise every other state function, we would have to apply for a permit.
"As far as I am concerned, it is a state government function, as it was a programme introduce the state executive councillors," he said.
Lim said this when asked on the statement by the Penang police that they would be probing the rally organisers.
