Former New Straits Times Sdn Bhd group editor Abdul Kadir Jasin has expressed concern about civil servants who may use information and government secrets as a weapon or barrier to prolong their stay.
“In prolonging their stay, this would further protect them from disciplinary action and the law,” warned Abdul Kadir in his latestblog posting.
The former top editor said there are those due for retirement who have been given an extension of up to five years and this had never happened before.
Abdul Kadir (left) also expressed concern that someone being retained in a certain position would result in stopping others from getting the post. He noted that there are many officers who are qualified to be promoted to a certain post, but then they are hindered or forced to shift to other places.
“There are those who have retired without being given the aspired post or grade which is their right. This has resulted in many civil servants being angry with the government,” Abdul Kadir warned.
“The practice of maintaining top positions in the civil service like in Bank Negara as “personal-to-holder” has resulted in negligence, not paying attention, and conspiring to protect one another,” he said.
Although Kadir did not name any individual, in the last few paragraphs of his blog posting there was a reference to attorney-general Abdul Gani Patail and the latest issue he is facing with regard to Malaysiakini’s report over his alleged misconduct.
This follows reports carried by the news portal over a high-level meeting between former premier Dr Mahathir Mohamad, senior lawyer Muhammad Shafee Abdullah, former Kuala Lumpur CID chief Mat Zain Ibrahim and former Commercial Crime Investigation Department director Ramli Yusuff on the third day of Hari Raya.
Mat Zain had made a statutory declaration (SD) over the meeting and what he suspects to be alleged misconduct by Abdul Gani in dealing with Pulau Batu Puteh dispute, and urged the formation of a royal commission of inquiry to investigate the loss of the island.
Shafee had responded, denying there is any move against Abdul Gani, while Mahathir had said that he would not answer any questions until he saw Mat Zain’s SD.
Inspector-general of police Khalid Abu Bakar, who received a copy of the SD, said it was for the Malaysian Anti-Corruption Commission to probe any allegations of wrongdoing by the AG.
