The government awarded the controversial National Feedlot Centre project to a company without technical or financial capabilities, the Malaysian Anti-Corruption Commission (MACC) has said.
Worse still, it stated that conflict of interest between a cabinet minister and the company which won the contract was not declared as the decision was not discussed at cabinet.
This was revealed in MACC's report, which is to be presented to Prime Minister Najib Abdul Razak.
