KUALA LUMPUR, July 31 — Wangsa Maju police district chief Rajab Ahad Ismail has urged the public to come forward should they have any information on a recent assault involving a Pakistani national and a Nepali national.
Rajab said although the police have not received any reports from the alleged victim of the incident, they have opened investigation papers into the incident under Section 324 of the Penal Code.
“The police are still in the midst of investigating the incident and what sparked it.
“Based on preliminary investigations, the police have managed to identify the location of the incident — a carpark at a condominium on Jalan Madrasah in Wangsa Maju.
“The incident is believed to have occurred between a Pakistani national (the suspect) and a Nepali national (the victim),” said Rajab in a statement today.
Further investigation into the incident took place after a video was circulated on social media, and resulted in outrage among social media users.
The video clip dated July 7, 2020 which lasts for a duration of 44 seconds, went viral today.
In the video, a man can be seen using a wooden truncheon to hit a security personnel in uniform multiple times.- malaymail

Cops to take statement from man who linked Najib judge to Dr M

A posting on Twitter had alleged that judge Mohd Nazlan Mohd Ghazali is related to Dr Mahathir Mohamad.
KUALA LUMPUR: Police have identified the Twitter account holder who claimed that the judge who presided over the Najib Razak corruption trial is related to Dr Mahathir Mohamad.
Federal CID deputy director Mior Faridalathrash Wahid said the person would be called up next week for a statement to be recorded.
Mior Faridalathrash said an investigation paper was opened following a police report lodged in Taiping, Perak, yesterday. PPBM member Mohd Afzanizam Abdul Rahman is believed to have made the police report.
On Tuesday, Pertubuhan Minda dan Sosial Prihatin Malaysia president Ramesh Rao said on Twitter that High Court judge Mohd Nazlan Mohd Ghazali is Mahathir’s grandnephew.
However, Mahathir’s son Mukhriz said the allegation was baseless.
In another development on a Bangladeshi national featured in a recent Al Jazeera documentary, Mior Faridalathrash said the investigation papers would be sent to the Attorney-General’s Chambers for further action.
The Bangladeshi man, Md Rayhan Kabir, was detained on July 24 after the Immigration Department said they intended to deport him.
In the Al Jazeera documentary, Md Rayhan spoke about how Malaysian authorities treated illegal immigrants detained in raids during the Covid-19 lockdown. - FMT

Police seek info on baton assault of Nepali guard

PETALING JAYA: Police said they are investigating an attack of a Nepali security guard, who was shown in a widely-shared video being slapped, beaten and assaulted with a baton.
Wangsa Maju police chief Rajab Ahad Ismail said the incident occurred at the car park of a condominium in Jalan Madrasah, Wangsa Maju.
The attacker is a Pakistani man, Rajab said. “Until today, however, the victim has not lodged a report about the incident,” he said in a statement.
He urged others involved in the assault to come forward.
Eye-witnesses and anyone with information may contact Shahrul Azzuan Sharom at 016-2014334 or Stephen Ganesan at 016-3767390 or the nearest police station.
The one-minute clip which has gone viral shows the man repeatedly slapping, punching and hitting the guard with a baton while scolding him in Malay.
“What’s your problem?” he is heard saying to the guard who does not retaliate. “Are you messing around? You come here to look for work, not problems.”
According to the video time stamp, it was recorded on July 7.

NO RM10m PKR letter of demand yet, says Saifuddin

Indera Mahkota Member of Parliament Saifuddin Abdullah (above) said today that he has yet to receive a letter of demand for RM10 million compensation from his former party PKR.
Saifuddin, who is Communications and Multimedia minister, said he would only decide on his course of action after receiving the letter.
"Once the letter arrives, my lawyer will study it and definitely we will discuss how to handle this issue,” he told reporters after performing the korban (sacrificial) ritual at Masjid Salahuddin Al-Ayyubi, Indera Mahkota 15 in Kuantan.
Saifuddin was asked to comment on PKR treasurer-general Lee Chean Chung's statement on Wednesday that PKR would be issuing a letter of demand to claim RM10 million each from 19 members of Parliament and state assemblypersons for leaving the party.
Lee also said they would be given seven days to pay up, failing which the party's lawyers would commence legal proceedings to claim for the compensation.
On another matter, Saifuddin expressed regret over a Pahang DAP state assemblyperson's action in challenging the Pahang government's ruling on the compulsory use of Jawi on signboards.
He said it was inappropriate for the assemblyperson to resort to court action although he has the right to do so.
Saifuddin said they should understand the position of Jawi in the country and the move to popularise its use, including in public places.
Yesterday, a news portal reported that Tras state assemblyperson Chow Yu Hui, through his lawyers M Manogaran, Jonathan and Chong Kar Yan, had filed an application to challenge the Pahang government's ruling on the compulsory use of Jawi writing on signboards.

RON95, RON97 prices unchanged, diesel up one sen

The retail prices of RON95 and RON97 will remain at RM1.68 and RM1.98 per litre respectively, while that of diesel will increase by one sen to RM1.83 per litre for the one-week period from midnight tonight.
The Finance Ministry, in a statement today, said the prices are based on the weekly retail pricing of petroleum products using the Automated Price Mechanism (APM) formula.
"The government will continue to monitor the trends of global crude oil prices and take appropriate measures to ensure the continued welfare and well-being of the people," it said. - Bernama

Sabah MACC to probe claims of assemblypersons offered money to jump parties

The Malaysian Anti-Corruption Commission (MACC) will investigate allegations that several Sabah state assemblypersons were offered money and positions to jump parties recently.
Sabah MACC director S Karunanithy said the commission had contacted the assemblypersons said to be involved.
“As a result of this interaction, the assemblypersons refused to make an official report to the MACC on the grounds that there were no corrupt transactions at the time.
"However, Sabah MACC will continue to conduct investigations and is ready to receive complaints or related information (pertaining to this matter) from anyone involved,” he said in a statement in Kota Kinabalu today.

Malaysia sends 'unusually strong' protest to China over maritime claims

Malaysia has sent an “unusually strong” rebuke against China’s stake on the Malaysia-claimed portions of the South China Sea, according to a report.
South China Morning Post reported yesterday that Malaysia had submitted a note verbale to the UN on July 29.
The note reportedly said China’s assertions were “contrary to (the UN Convention for the Law of the Sea [Unclos]) and without lawful effect to the extent that they exceed the geographic and substantive limits of China’s maritime entitlements under the convention”.
It said it rejects the entirety of an earlier note issued by China on Dec 12, which itself is a response to Malaysia’s submissions to a Unclos body regarding overlapping claims in South China Sea and the delimitation of Malaysia-claimed waters.
"(Malaysia rejects) China’s claims to historic rights, or other sovereign rights or jurisdiction, with respect to the maritime areas of the South China Sea encompassed by the relevant part of the ‘nine-dash line’,” the Malaysian note verbale reportedly added.
The Hong Kong-based newspaper quoted an unnamed source familiar with Malaysia’s position on the maritime dispute saying that the wording of Malaysia’s submission was surprising, although its contents reflected Malaysia long-standing rejection of China’s “nine-dash line”.
note verbale is a form of diplomatic correspondence that is considered less formal than a diplomatic note.
However, the SCMP noted that Malaysia’s note verbale followed similar diplomatic notes issued by the Philippines, Vietnam, Indonesia, the US, and Australia in recent months.

“These notes are not normal diplomatic notes between nations, but are submitted to the UN secretary-general with a request that they are circulated to other member states,” the SCMP said.
China has staked a claim on large swathes of the South China Sea based on a "nine-dash line" drawn on maps that date back to late 1940s. The claim is not internationally recognised.
China had sought to assert its claim by maintaining patrols and military bases in the South China Sea despite protestations from neighbouring countries and the US.
According to the Malaysian National Audit Department, the China Coast Guard (CCG) and People's Liberation Army Navy had encroached Malaysian-claimed waters 89 times between 2016 and 2019 and had ignored Malaysia’s protest notes on these incursions.
This is especially the case in Beting Patinggi Ali, the department said, which is also known as the Luconia Shoals. A further check by Malaysiakini has found that the CCG maintains a near-constant presence near the shoals.
The dispute is still being resolved through diplomatic channels, including negotiations to lay out the code of conduct for the South China Sea. - Mkini

Slim polls - Harapan not contesting, makes way for Dr M's faction

Pakatan Harapan has agreed not to field any candidates in the upcoming by-election for the Slim state seat to make way to Dr Mahathir Mohamad’s Bersatu faction to contest instead.
Harapan secretariat secretary Saifuddin Nasution confirmed that Harapan will not be contesting the by-election which will be held on Aug 29.
“Harapan agreed not to contest. We will give space to Mahathir’s Bersatu faction to contest,” Saifuddin told Malaysiakini in a WhatsApp message.
He said it was up to Mahathir’s faction, which refer to themselves as 'Bersatu Blackout’, to decide on an opposition candidate to contest in the by-election.
Previously, Marzuki Yahya, a senator from Mahathir’s Bersatu faction, had expressed interest in contesting the Slim by-election.
He claimed that a Harapan presidential council member had told him that the coalition would not be fielding anyone for the by-election.
Following that, Harapan chairperson Anwar Ibrahim said the coalition would discuss with Mahathir’s faction the candidate choice for the Slim by-election.
The Slim by-election is under scrutiny as it will be the first polls involving Perikatan Nasional (PN) and Harapan, which did not contest in the previous Chini by-election either.
The Slim state seat was vacated after the incumbent from BN, Mohd Khusairi Abdul Talib, 59, passed away at Hospital Bentong, Pahang on July 15 due to a cardiac arrest.

The Election Commission (EC) has since announced that the by-election will be held on Aug 29, with the nomination day being on Aug 15.
In the 2018 general election, Khusairi won the Slim seat defeating Bersatu’s candidate Mohd Amran Ibrahim and PAS’ candidate Muhammad Zulfadli Zainal, by a majority of 2,183 votes.
Meanwhile, when asked whether the candidate from Mahathir’s faction would use Harapan’s logo to contest the Slim polls, Saifuddin said he did not know.
“No idea. Only Mahathir can answer,” he said.
Previously, Marzuki had said 'Bersatu Blackout’ would not use Harapan’s logo in the by-election.
“We will not contest using Harapan’s logo. Either we use a new logo or the logo given by the EC,” he had said.
'Bersatu Blackout’ is a group of former members of Bersatu aligned with Mahathir which disagrees with Bersatu president Muhyiddin Yassin’s decision to leave Harapan in late February.
Those in Mahathir’s faction, including Mahathir himself, had their Bersatu membership stripped in May. - Mkini

Covid-19: 12 new cases, one in-community death

CORONAVIRUS | Malaysia recorded 12 new Covid-19 cases including one in-community death in the past 24 hours up to noon today.
Of the new cases, five are imported cases from Indonesia (3), Qatar (1) and the UK (1).
Two of the five are Malaysians while the rest are non-citizens. The Health Ministry did not specify the nationality of the non-citizen cases in its press statement.
The remaining seven new cases were locally transmitted, comprising five Malaysians and two non-citizens.
In his statement, Health Ministry director-general Dr Noor Hisham Abdullah said one of the locally transmitted cases involved a 64-year-old Filipino man (Case 8,974) with a history of heart disease.
The man is also the 125th person to succumb to the disease in Malaysia.
“He had symptoms of fever, cough and shortness of breath on July 25 but did not seek treatment.
“On July 29, he was found unconscious and was brought to the Queen Elizabeth Hospital in Sabah where he was pronounced dead.
“Tests showed he was Covid-19 positive,” the top official said. 
The other non-citizen case was detected during pre-surgery screening in Johor.
Of the five locally transmitted cases involving citizens - two were from the PUI Sivagangga cluster in Kedah; one was detected when screened in a Negeri Sembilan police lockup before being transferred to prison; one was detected during pre-surgery screening at Hospital Sultan Ismail, Johor while another case was detected also during pre-surgery screening at a “medical centre” in Selangor. 
Positive cases were also detected at a Negeri Sembilan lockup on June 27 (1) and July 4 (1).
Today’s community death in Sabah comes after three community transmission cases were detected in the state yesterday.
Elaborating on the PUI Sivagangga cluster, Noor Hisham said the latest cases meant the cluster now had eight cases - five non-citizens and three Malaysians.
A total of 251 close contacts have tested negative for Covid-19 while three more have results pending. Active case detection is underway.
The country presently has a total of 207 active Covid-19 cases of which three are being treated in intensive care units. One ICU patient needs to be ventilated.
Meanwhile, 27 Covid-19 patients have been discharged after recovering from the virus.
This brings the total number of recoveries to 8,644 or 96.3 percent of the cumulative number of cases (8,976).  - Mkini

Jho Low not in Macau, says top security official

The office of Macau’s top security official has denied the claim by Inspector General of Police (IGP) Abdul Hamid Bador that fugitive financier Low Taek Jho is hiding in Macau.
Secretary for Security Wong Sio Chak said in a statement that the local police “clearly” told Malaysian authorities via China’s Interpol National Central Office in 2018 that Low, better known as Jho Low, was not in Macau.
Wong in his statement said that Malaysian police had breached international police cooperation practice by “unilaterally” releasing information claiming that Low is in Macau.
He also said that Malaysian police had not contacted their Macau counterparts since 2018.
On Wednesday, Abdul Hamid told reporters that there was every indication that Low was in Macau and was known to have conducted business transactions while based there.
"We are pursuing every avenue to track him down and bring him to face justice," he said, adding that Low's close family members were also believed to be moving about freely in Hong Kong.
On Tuesday, ex-premier Najib Abdul Razak was found guilty of seven charges in his SRC International corruption trial and faced 12 years in prison, along with a RM210 million fine.
The court ruled that Low had played a crucial role in transferring RM42 million from a former 1MDB unit to Najib's accounts.  - Mkini

Warisan chair blasts Musa Aman for criticising Sabah assembly dissolution

Warisan permanent chairperson Liew Vui Keong lambasted former Sabah chief minister Musa Aman for criticising the dissolution of the state assembly.
“It (the dissolution) puts an absolute end (to) Musa’s insatiable thirst and desire to wrest power in Sabah through the backdoor and form an illegitimate state government without the people’s mandate and certainly one without a moral compass.
“An absolutely heinous and utterly shameless coup tainted with party-hopping, betrayal, and money politics,” Liew (above) fired at Musa in a statement today.
Liew, who is also Batu Sapi MP, said it was an “admirable and courageous” move by Shafie Apdal, who is now Sabah’s caretaker chief minister, to ask for a dissolution of the state assembly.
Shafie's move to dissolve the assembly and commence snap polls was seen as returning power to the people. Liew said the move has been supported not only by Sabahans but by all Malaysians across the country.
“They (the people) do not support an illegitimate backdoor government motivated by money politics, nor do they fancy being robbed of their democratic right to choose their own government.
“Shafie’s quick action to immediately dissolve the state assembly ensured them of this democratic right,” he said.
Liew, a former deputy minister in the Prime Minister's Department, pointed out that the only people who appear to be displeased over the dissolution were Musa and his "political frogs" who even seemed "fearful of elections".
He called it ironic that while Musa claims to have majority support to become the chief minister for Sabahans, Musa seemed to be hesitant to place his political future in the hands of the people via the polls.
He also described Musa’s remark that there should not be an election now due to Covid-19 as “hogwash”, adding that Musa (photo) himself attempted several times to wrest power from a democratically-elected government during the pandemic.
“But to have Sabahans democratically now do this is unwise? Even hypocrisy and shamelessness must have limits.
“There is absolutely no reason why we cannot hold our state elections in the next 60 days,” Liew said.
The Election Commission (EC) had said on July 16 that they are ready to hold elections at any time, anywhere in Malaysia, and that the pandemic is not a hindrance, he said.
The EC had already identified SOPs and mechanisms to facilitate the people’s right to vote despite the pandemic, as was demonstrated in the Chini by-election and the upcoming Slim by-election.
Not only that, Liew said, but Singapore and South Korea had also held their general elections within the last few months in the midst of the pandemic, and as such, there is no reason why Sabah cannot follow suit.

“He (Musa) brought this upon himself and all Sabahans. He attempted to steal a government without shame or dignity and we will not allow it.
“And now I am sure Sabahans will teach him a lesson on democracy that he well deserves.
“See you at the polls and there is nothing to fear. Let the people decide if they want you and the gang of frogs to lead Sabah,” Liew said.
In a separate statement, Warisan treasurer Terrence Siambun also lambasted Musa for saying that the state's upcoming polls were wasteful and unsafe. He blamed Musa's own political machinations for leading to the dissolution of the Sabah state assembly yesterday.
"What is he talking about? He (was behind the) political maneuvering to topple the state government together with more than 10 untrustworthy state representatives at a time when Sabahans are in dire need of assistance during this pandemic," said Siambun (above) in a statement today.
"In fact, (Chief Minister) Shafie Apdal had repeatedly pleaded for everyone including Musa Aman to stop politicking at the moment but Musa did not listen to what Shafie said.
"Musa's concern is only for the chief minister's post so he decided to topple the state government right at the moment when Shafie is inundated with multiple issues such as Covid-19, flooding, economic revitalisation, and so on," Siambun added.
He said that Shafie (photo) had no choice but to dissolve the state assembly and let the Sabahans decide for themselves who shall have the mandate to administer the state.
He also expressed the hope that Sabahans would make full use of the coming election as a means to punish the unworthy state representatives who "frogged", or party-hopped, despite repeated denials made by them earlier on.
Siambun also took a potshot at those representatives who had planned to defect to Musa but were caught off guard.
"When Shafie announced the dissolution yesterday, these representatives who 'frogged' were totally taken by surprise and lost for words - in short, it is a total public humiliation which neither I nor Shafie created - it was by these untrustworthy representatives themselves.
"Sabahans will hear a lot of excuses coming from them starting today, such as Warisan/Shafie is pro-undocumented migrants and so on. This is simply because they have no other choice but to divert the wrath and anger unleashed by the Sabahans against them," he said. - Mkini
