Ethics and integrity the driving force behind PROLINTAS

More than 250 PROLINTAS employees attended the company’s Integrity Day 2024, themed Sustainable Progress, Ethical Practices: Integrating Integrity into Corporate DNA.

An unwavering commitment to ethics and integrity has driven the growth of highway trailblazer Projek Lintasan Kota Holdings Sdn Bhd (PROLINTAS) from designing and constructing essential highways to operating routes used daily by thousands of Malaysians.

These values are at the heart of their operations, extending to all aspects of the firm’s operations as well as the vendors they work with. The company was the first highway concessionaire to roll out a comprehensive set of integrity policies.

Fostering an ethical approach

As part of its dedication to maintaining ethical standards, PROLINTAS organised its annual Integrity Day in November, with the theme of “Sustainable Progress, Ethical Practices: Integrating Integrity into Corporate DNA”.

Through Integrity Day 2024, the highway concessionaire reinforces its zero tolerance for corruption and celebrates the integrity principles underpinning its operations.

“Through the annual Integrity Day, we hope to foster an environment in which every member of the PROLINTAS family upholds ethical conduct as a shared value and not merely a policy,” PROLINTAS chairman Idris Kechot said in his welcoming remarks.

“Integrity is a cornerstone of sustainable growth, resilience, and public trust, upon which relies PROLINTAS’s continued success,” he added.

Guest speakers included Prasarana Malaysia Bhd board member Mustafar Ali, Malaysian Institute of Integrity board member Akhbar Satar, as well as Bukit Aman criminal investigation department director Shuhaily Zain.


Ethical vendor relationships are key

In October, PROLINTAS organised its inaugural Vendor Integrity Programme (VIP) under the slogan “Partnering for Integrity, Delivering with Trust,” bringing together industry leaders, business partners, and third-party service providers to share insights and further elevate the discourse on integrity.

“Our success is determined by both the outcomes we get and the methods by which we do it. We take ethical behaviour seriously and as such, the conduct of our vendors is important to us,” PROLINTAS executive director Idros Mosin said.

Participants of the VIP included certification body Sirim QAS International Sdn Bhd, textile retailer Jakel Trading Sdn Bhd, law firm Azmi & Associates, and advertising firm Big Tree Outdoor Sdn Bhd.

In 2018, PROLINTAS introduced the Supplier Code of Conduct to ensure vendors understand their ethical obligations. The code is reinforced with the Integrity Pact, which every vendor must sign as a commitment to upholding these values.

The pact aligns with Malaysia’s National Anti-Corruption Strategy and ensures vendors follow strict anti-corruption measures and uphold ethical standards in all dealings with PROLINTAS.

Moving forward, PROLINTAS’s integrity and governance department will also require all vendors to submit their Anti-Bribery and Corruption policy as part of the evaluation process, setting a benchmark for industry best practices.

Even after selection, vendors are held to high standards with ongoing audits and performance checks to ensure compliance at every step.

“Vendors must uphold the highest levels of integrity, transparency and fairness in all business interactions, ensuring ethical behaviour at each stage of the process,” Idros said.

Local and international recognition

PROLINTAS secured for all its eight subsidiaries the internationally-recognised ISO 37001:2016 certification, allowing it to implement measures to prevent, detect, and respond to bribery, ensure compliance with anti-corruption laws and promote ethical business practices.

PROLINTAS also became the first highway concessionaire in Malaysia to attain full-scope certification under the Anti-Bribery Management System.

The firm also formalised its Anti-Bribery and Corruption, No Gift policy and several others aimed at eliminating even the slightest potential for corrupt practices. To date, PROLINTAS has developed 15 policies related to anti-bribery controls.

PROLINTAS’s policy on whistleblowing takes transparency a step further, allowing internal and external stakeholders to directly report any breaches to its board audit committee, so issues are dealt with swiftly and fairly.

“Through these initiatives, PROLINTAS received the Gold Award for Anti-Bribery, Integrity, and Governance from Malaysian Institute of Integrity, showcasing our dedication to high standards of integrity and governance,” said Idros.

With new governance initiatives in the pipeline, including an updated Code of Business Ethics and Conduct and Supplier Code of Conduct set to launch in early 2025, the company aims to stay ahead of the curve when it comes to integrity. - FMT
