Federal executive panel to administer Urban Renewal Act

The proposed Urban Renewal Act 2024 will be administered by a federal executive committee whose members will include the federal lands and mines director-general as well as the state directors of lands and mines.

According to a draft of the bill published online by the government today for public review, the committee will be chaired by a minister, ostensibly in charge of housing and local government.

The committee members will also include the town and country planning director-general as well as its secretary, the Treasury secretary-general, and the inspector-general of police.

PAS information chief Ahmad Fadhli Shaari had criticised the Act for allegedly empowering the housing and local government ministry, without involving the department of lands and mines.

“Why has the ministry, which only deals with developers and the acquisition of land, been given such great power in this matter?

“It is as if its real aim is not development for the people’s sake, but to enable developers to acquire land more easily,” Fadhli said.

Housing and local government minister Nga Kor Ming had said the bill will be tabled in March.

Among the main contentions of the Act’s detractors is its lowered “consent threshold” for redevelopment.

The Strata Titles Act 1985 currently requires a unanimous resolution before any termination of strata titles of a subdivided building can take place.
