Four waste disposal plants were built and operated by an inexperienced contractor controlled by a former navy chief, said opposition lawmaker Ong Kian Ming.
The Auditor General's Report 2012 also revealed that the operator, XCN Technology, had ignored guidelines under the Environmental Impact Assessment (EIA) and delayed the construction of the small-scale plants by as long as 996 days.
"The ministry has to explain why the contract was awarded to a company without any experience through direct negotiations. Why was the company handed more contracts despite delays in the first plant?” Ong asked.
XCN Technology, controlled by Tan Sri Abdul Wahab Nawi, also won the contract to build another plant in Labuan.
The Serdang MP revealed that Abdul Wahab was a former chief of navy from 1986 to 1990.
