A scuffle broke out in Teluk Bahang today among some local people, NGO members and a joint state enforcement team during an operation against illegal hawkers along Jalan Hassan Abbas.
Southwest District police chief Supt Mohd Hatta Mohd Zin said the scuffle broke out after talks between the hawkers, led by Teluk Bahang Hawkers Action Group chief Mohd Rizal Zainal Abidin, with the local council enforcement team broke down.
Hatta said some 250 people, including Umno Balik Pulau members, were present with the hawkers.
Also seen among the crowd were leaders and members of Malay rights activist movements Pekida and Persatuan Mukabuku Pulau Pinang.
Hatta said the scuffle broke out at 10.15am when some 50 officers and men from the Southwest District Police Department, Land and Mines Office, Public Works Department and the Penang Island Municipal Council (MPPP) were surrounded by a group protesting the demolition of the illegal hawkers’ stalls.
He said State Land and Mines Department senior assistant officer Ismail Yahya, Southwest District assistant chief Abu Hassan Omar and MPPP assistant enforcement officer Azizan Abdullah were present as well.
It is learnt that Abu Hassan was roughed up during the scuffle and lodged a police report on this today.
Hatta said among the members of the NGOs present were Perkasa state Youth chief Ridzuad Azudin and Teluk Bahang Umno chief Mohd Radzi Embee.
"The hawkers were angry (over the demolition) and started to act violently at the enforcement team," he said.
"But police managed to break up the scuffle while the demolition was halted,” he added.
According to an MPPP source, the district office had on Dec 23 last year issued the notices to 16 hawkers to vacate 40 illegally erected stalls along the road.
Hatta said Abu Hassan and his enforcement team were attacked by 10 men, and he (Abu Hassan) sustained light injuries.
"Police are investigating the case under Section 186 of the Penal code for obstruction of a public officer's duties and under Section 323 for causing bodily harm," he said.
"We are still investigating. There are no arrests yet."
