The Health Ministry has reminded civil servants they are forbidden from joining “illegal gatherings”.
According to its Facebook post yesterday, the Health Ministry said the Public Service Department had issued a circular dated June 30, 2011, to this effect.
“The involvement of civil servants in illegal gatherings is against Regulation 4(1) and 4(2), PU(A) 395/1993,” the post read.
It also included an infographic on what forms of participation in gatherings are considered illegal.
This includes “active involvement” outside of working hours, using office hours, and leaving the office to observe and join gatherings, as well as using office equipment to print and distribute fliers related to illegal gatherings.
Regulation 4(1) states that every civil servant has to give their loyalty to the Yang di-Pertuan Agong, the country, and the government.
Regulation 4(2) refers to civil servants not being allowed to go against their public service or act in any way that could raise suspicion that they are letting their personal interests contradict their public duties to the point of affecting their work.
The Health Ministry’s reminder comes amid rumours that contract doctors will strike from April 3 to 5, with the DoctorsMalaysia Instagram page urging contract doctors nationwide to join the strike or resign en masse on April 1.
Health director-general Dr Noor Hisham Abdullah previously said an unplanned strike is not the best solution to any problems for any profession.
Prime Minister Anwar Ibrahim also reportedly said the government intends to resolve contract doctors’ issues within three years.
The Malaysian Medical Association has since urged the government to set a timeline with milestones to resolve these issues as it will take some convincing for contract doctors to believe their protracted problems will be addressed effectively. - Mkini
