Groups submit memorandum to delay gazetting KL Structure Plan 2040

Two groups have submitted a memorandum to Prime Minister Anwar Ibrahim urging him not to prematurely gazette the Kuala Lumpur Structure Plan 2040 (KLSP 2040).

Save Kuala Lumpur (SKL) and Kuala Lumpur Residents Associations Plus (KLRA+) requested Anwar postpone the approval of the latest KLSP 2040 draft so that it can be published for public scrutiny.

They claimed the draft is not ready for gazettement because Kuala Lumpur City Hall (DBKL) has yet to respond to their input and objections.

“Please do not approve the KLSP draft yet. Postpone it so DBKL can release the final draft, which is the revised draft, after all our feedback so that Kuala Lumpur residents, especially those who submitted feedback, can see whether it is in line with what they have said.

“There have been many incidences in the past where citizens give feedback and what is done after that is completely different,” said Friends of Bukit Dinding president Jonson Chong.

Chong was representing KLRA+, a coalition of 55 resident associations and an NGO, after they submitted the memorandum to Anwar’s political secretary Azman Abidin at DBKL Tower in Kuala Lumpur today.

KLRA+ requested the latest KLSP 2040 draft to be distributed to the public as soon as possible or on April 10.

SKL said they submitted a total of 60 pages in 2020 that pointed out both major flaws and areas of improvement in the draft, among others.

“We are appealing to the prime minister, we want a quality plan, we don’t want it for just the sake of putting a plan in place. So that is the fundamental issue.

“If we don’t start now, when are we going to correct it? You are going to repeat the same blunder, so that is the message,” SKL chairperson M Ali said.

Azman said he will deliver the memorandum to the prime minister for his attention.

Quiet on feedback

SKL and KLRA+ said DBKL did not give feedback on the input and objections they submitted over the draft.

They did not hear back from DBKL regarding their 2020 submissions until late last month when they had two separate meetings with Kuala Lumpur mayor Mahadi Che Ngah and a consultant, the groups added.

During the meetings, KLRA+ claimed they did not see their previous input included after a summary of the final draft was presented.

Chong urged DBKL to initiate a proper public engagement with Kuala Lumpur residents as there is now “a prime minister who’s talking about Malaysia Madani”.

He said in the spirit of Malaysia Madani, there should be transparency and inclusivity when it comes to city planning.

“Once DBKL has given us that final draft, let us have some time to go through it and then have more town hall and public engagement sessions,” he added. - Mkini
