Earlier today, when announcing a number of festive offerings in celebration of Hari Raya, Prime Minister Anwar Ibrahim disclosed that more than 1,000 prisoners would be granted a licensed release from incarceration.
He said that the Madani Ihsan Licensed Release of Prisoners Programme was meant to provide inmates with the opportunity to celebrate Aidilfitri with their beloved families to strengthen family ties.
The licensed release also involves non-Muslim inmates.
It’s a common practice for Muslim countries like Iran, United Arab Emirates and Saudi Arabia to grant clemency to their prisoners during significant Islamic occasions.
According to the Prisons Department today, the prisoners eligible to be released this month were in accordance with Section 43 of the Prisons Act (Act 537).
Section 43 states that the minister in charge may release on license a prisoner serving a concurrent or consecutive term of imprisonment.
The Prisons Department said that those considered for licensed release were prisoners sentenced to less than one year of imprisonment and served one-third of their sentence, underwent prison rehabilitation programmes and had a guarantor to provide a place to live and a job.
It said that the selection process would go through three committee stages - at the institutional level, state level and at the Prisons Department headquarters.
It added that prisoners released on the license will be monitored by the district parole officer through home visits, employer visits and phone calls. - Mkini
