Perks for the fully vaccinated: A guide to the SOPs

 


The National Security Council (NSC) today released the detailed standard operating procedures (SOPs) for individuals who are fully vaccinated. 

This was after Prime Minister Muhyiddin Yassin yesterday announced that fully vaccinated individuals will enjoy relaxed restrictions amid the Covid-19 lockdown.

They include allowing overseas travellers to quarantine at home, interstate travel for selected groups, and prayers at places of worship. They take effect on August 10.

Here are the detailed SOPs: (applies to all states, regardless of which phase of the National Recovery Plan [NRP] they are in)


INTERSTATE TRAVEL

  • Only applicable to: Long-distance spouses and parents who wish to see their under-18 children
  • Must seek police permission first
  • Application with the police must include a copy of the following documents:

For spouses

  1. MyKad
  2. Marriage certificate
  3. Digital Covid-19 vaccination certificate
  4. Proof of address/employer's letter

For parents and children (under 18)

  1. MyKad (parents)
  2. Birth certificate (children)
  3. Digital Covid-19 vaccination certificate
  4. School details (if applicable)

The police will issue a permission letter to be shown at roadblocks.


HOME QUARANTINE

  • Only applicable to overseas travellers (citizens and non-citizens) who have a home in Malaysia
  • RT-PCR test three days prior to departure must be negative for Covid-19
  • Not symptomatic on arrival
  • Must possess proof of full vaccination
  • Must have a suitable home to quarantine in

The quarantine period will be 14 days but can be extended to 21 days based on risk evaluation.

However, for those arriving from India, Sri Lanka, Bangladesh, Nepal, and Pakistan, the quarantine period will be fixed at 21 days.

Those who are not fully vaccinated must isolate at a quarantine centre as per the status quo.


PLACES OF WORSHIP

The fully vaccinated may pray at places of worship, subject to rules set by the respective state religious authorities or the National Unity Ministry.




ADDITIONAL BENEFITS

For states under Phase 2 of the NRP and beyond, additional benefits are provided for those who are fully vaccinated.

The states are: Perak, Kelantan, Terengganu, Pahang, Penang, Sabah, Sarawak, Perlis, and Labuan.

The below do not apply to: Selangor, Negeri Sembilan, Malacca, Johor, Kedah, Kuala Lumpur, and Putrajaya.


INTERDISTRICT TRAVEL

Fully vaccinated individuals travelling across districts must furnish the following documents at roadblocks

  1. MyKad
  2. Digital Covid-19 vaccination certificate


DINE-IN

All restaurants may allow dine-in for fully vaccinated customers on the condition:

  1. They display a notice stating dine-in is only for the fully vaccinated
  2. They display the number of their workers who are fully vaccinated
  3. Ensure suitable spacing of tables and good ventilation
  4. Operate at 50 percent capacity

This is subject to additional rules set by the Domestic Trade And Consumer Affairs Ministry.

Fully vaccinated spouses may bring their under-18 children along.

There is presently no vaccination programme for children under 18.


INTRA-STATE TOURISM

Limited to hotels and homestays within the same state.

Guests must present their digital Covid-19 vaccination certificate during check-in.

Fully vaccinated spouses may bring their under-18 children along.


OUTDOOR SPORTS

Only limited to individuals, no groups or touch contact. Limited to 6am to 10pm.




FULLY VACCINATED DEFINITION

For Pfizer, AstraZeneca, and Sinovac: Have received the second dose for more than 14 days.

For Johnson & Jonson and CanSino: Have received the first dose for more than 28 days. - Mkini
