Despite graft claims, Sabah BN praises Musa for hard work


KUALA LUMPUR, Oct 13 — Despite being accused of corruption, long-serving Sabah Chief Minister Datuk Musa Aman has been described as “doing a great job” and has “worked tirelessly” for the state, say his colleagues in the leader’s Barisan Nasional (BN) fortress.
They also said that Sabah Umno can receive political contributions although they did not link it to Musa (picture) who was cleared of allegations of graft and money-laundering of over S$16 million (RM40 million), which were allegedly smuggled from Hong Kong into the state, by whistleblower website Sarawak Report.
“I think the opposition should apologise for ruining CM’s reputation when he worked tirelessly for Sabah,” Sabah BN secretary Datuk Abdul Rahman Dahlan told The Malaysian Insider.
“There is no truth to the allegations made by opposition towards CM. They’ve been having a fun time mocking CM, accusing him...
“This decision by the authorities is a testimony of his character,” the Kota Belud MP said.
The Malaysian Anti-Corruption Commission (MACC) had cleared Musa after finding the RM40 million was meant for Sabah Umno and not the chief minister’s personal use as alleged, Minister in the Prime Minister’s Department Datuk Seri Mohamed Nazri Aziz told Parliament this past week.
Nazri also said the Attorney-General’s Chambers had decided to drop the matter after finding no element of corruption in the case.
Musa is both the Sabah Umno chief and Sabah BN chief. The state has been described as BN’s “fixed deposit” although a string of defections have rocked the ruling coalition.
Datuk Johnny Mositun, the Parti Bersatu Sabah (PBS) information chief, shared Abdul Rahman’s view about Musa, saying: “We leave it to the people of Sabah because we know anybody who is doing a great job, people will criticise.”
Abdul Rahman also disputed allegations that the chief minister was involved in corruption, saying that the state budget “is bigger than Selangor’s and Penang’s combined” and Sabah’s cash reserves level is “unprecedented, the highest ever.”
Last week, Datuk V.K. Liew, the Liberal Democratic Party (LDP) president, said that Sabah had RM4 billion in its coffers, more than those in the Pakatan Rakyat (PR)-ruled states of Penang and Selangor.
When pointed out that the spotlight might now be trained on Sabah Umno, Abdul Rahman said: “You see, when you talk about contribution... are they saying it is wrong?”
“Let’s be fair. If you think Umno can’t receive money from people who believe in struggle of Umno... As far as I know, it’s not against the law. Anyone who believes in Umno can contribute,” the senior Umno backbencher said.
Last night, Umno president Datuk Seri Najib Razak declined to disclose the source of the RM40 million political donation, saying: “We are not at liberty to disclose... the opposition also receives donations and they don’t disclose.”
“It is a political donation. All parties have a right to receive political donations. As long as it is through the right channels, it is not an offence,” Najib said.
Anti-graft watchdog Transparency International Malaysia (TI-M) yesterday pressed for full disclosure of the source of the RM40 million “political contribution”, saying that “absolute transparency” is needed to “rule out the possibility of influence peddling in the political process.”
Abdul Rahman also said that “the most important thing” was that the chief minister has been cleared by the MACC.
“Now if you don’t believe MACC... well, look at Hong Kong; Hong Kong authorities are recognised by the opposition as being tough, transparent and fair in dealing with such allegations.
“Here you have the Hong Kong authorities themselves absolving CM of any wrongdoing,” he said.
Parliament was also told the Hong Kong’s Independent Commission Against Corruption (ICAC) had investigated the case but “took no further action”.
Mositun also said: “Since the MACC already cleared him, let this thing be settled once and for all.”
“We hope it’ll not be politicised anymore because he’s already been cleared,” said the Inanam state assemblyman.
In April this year, whistleblower site Sarawak Report had revealed documents allegedly from the ICAC showing that a Sabah lawyer was holding some US$30 million (RM93 million) in a Swiss bank account for Musa.
The report also claimed that a paper trail showed that the millions in euros as well as US, Hong Kong and Singapore dollars had been channelled from several firms managed by Hong Kong-based timber trader Michael Chia to a number of British Virgin Island companies and subsequently to the lawyer’s Swiss account.
Musa has since denied any link with Chia, who was arrested and charged with money laundering after attempting to smuggle S$16 million back to Malaysia in 2008.
According to media reports, Chia had at the time allegedly told the Hong Kong authorities that the money belonged to Musa.
Musa had previously accused Sarawak Report of defaming him, claiming the graft allegations were likely part of a conspiracy by his detractors who wanted to topple BN in the east Malaysian state.
He had said he would offer full co-operation to the authorities if he was required to but stressed that in the meantime, his focus was on serving the state instead of “entertaining these frivolous allegations”.

    2. abah’s excellent management of its finances proves the ability of the state government to manage resources well, while dismissing any negative notion or unsubstantiated accusations in respect of efficiency.

      Chief Minister Datuk Seri Musa Aman, who is also the Finance Minister, said the improved financial management of several agencies had helped them to become self-sufficient with a few being able to repay loans and channel dividends to the state government.

      Musa said this in response to the proposal by AirAsia’s Group CEO Tan Sri Tony Fernandes on the need to have the Low Cost Carrier Terminal (LCCT) here expanded so that the state’s tourism sector can grow.

    5. THE manufacturing sector attracted a strong surge of domestic investments for the first seven months of 2012, with Sabah and Sarawak emerging among the top three investment destinations.

      After topping the 2011 list, Penang drastically dropped to seventh place in the January to July period.

      Malaysian Investment Development Authority said (Mida) domestic investments amounted to RM13.7 billion, or 51.7 per cent of the total RM27.5 billion, from 469 manufacturing projects in the period under review.

  4. A total of some 4.6 million hectares of forest reserves or about 70% of the total Sabah’s landmass is forest. Yayasan Sabah is responsible for the management of approximately 1 million hectares of forest in Borneo, including forests in the Danum Valley, Maliau Basin and Imbak Canyon, and is the home to the highest biodiversity in Sabah. Musa Aman has actually done some good conservation work here. Need to acknowledge this.

The Danum Valley Conservation Area, the brainchild of Musa Aman, one of the last pristine lowland tropical rainforests which is roughly 80,000 acres of formerly logged forest is home to one of the highest concentrations of orangutans in the world and has clouded leopards, pygmy elephants and over 300 bird species inhabiting in this area.

    1. 43,800-hectare Danum Valley, about twice the size of Penang island, was identified for conservation and was marked out as part of a commercial forest reserve of Ulu Segama and it was Musa Aman again who conserved it and protected it against logging. Musa Aman also stopped logging in Danum after creating a 250,000-hectare forest buffer and adopted sustainable forest management practises.

  8. Thanks to Musa Aman, a deal was made possible between an American group and the Sabah state government to restore and protect this 80,000 acres of badly logged forest. Eco Products Fund a private equity fund which is jointly managed by New Forests Inc. of Washington, D.C. and Equator Environmental, LLC of New York City, join hands with the Government of Sabah for this purpose. Hence, the Malua Wildlife Habitat Conservation Bank or Malua BioBank was setup with multimillion dollar investment to restore and protect the roughly 80,000 acres of the formerly logged forest. Nothing like this has ever been done for the biodiversity in tropical rainforests.

Then again last August, another milestone was achieved when Musa Aman set aside another 22,000 hectares, about the size of Penang island, of primary forests for protection in the “HEART” or Heart of Borneo (HOB). This has raised the forest protection figure to 1.2 million hectares, leaving 2.7 million hectares of other forests for commercial use – logging and agriculture. The “HEART” stretches from the north of Sabah down to the south-west of Borneo, some 85 sq miles. Here are South-East Asia’s last swathes of virgin jungle and it has the tallest rainforests in the world and the largest of many things in the wild; the most endangered plant life and animals such as the orang-utans, sun bears, pygmy elephants and Sumatran rhinoceros are all here.

So it is a fact that under Musa Aman much is done for forest conservation to keep the rainforests from devastation and the idea to reconnect forests by building wildlife corridors so that animals such as the orang-utans that are driven to extinction may have a better chance of survival in a bigger and better habitat, and this is fantastic.

  14. Musa Aman has the distinction of being the longest serving Chief Minister of the state of Sabah. He firstly assumed this responsibility in March 27th 2003. Thereafter, he has had sweeping victories in two successive Assembly Elections held in 2004 and March 2008.

The Sabah Development Corridor (SDC) has attracted huge investment since it was launched in 2008 and the Government Transformation Programme (GTP) 2.0 also has boosted the state’s socio-economy through the participation of non-governmental organisations and the corporate sector. In the first quarter this year, Sabah received RM10 billion - the highest amount of private investments compared with other states.

  24. When the Musa's government was sworn-in in 2003, the economy of Sabah was reeling under several adverse trends. The growth in various sectors was stagnant, major parts of the state were facing water scarcity and power shortage, infrastructure was in shambles and investments had slowed down.

    Moreover, the mood of the people was despondent. The biggest challenge was to resurrect the spirits and the economy, revive the livelihoods and to construct the infrastructure. However Musa Aman, a master strategist enriched by national and international exposure and experience, decided to take the bull by its horns and turned an adversity into an opportunity.

  27. Sabah has registered a GDP growth of over 7% over past five years which is one of the highest growth rate among all the states in Malaysia. The efforts of Musa’s government have resulted into metamorphosis of a revenue deficit state into a revenue surplus state with reserves of 2.32 billion ringgit . Last year alone, the state’s export value stood at RM49.4 billion with trade surplus of RM16.6 billion.

Sabah produced RM13.21 billion or 24.7 per cent of the total of RM53.45 billion agricultural output in Malaysia last year. Sabah leads in energy production. Sabah has been able to supply uninterrupted three phase round the clock electricity to most of the kampongs in the state. The rural economy is now vibrant owing to this and some kampongs have turned into centers of production.

    SEJAK akhir-akhir ini, bukan sahaja pembangkang mempersoalkan kempimpin Musa, malah ada kalangan mantan pemimpin BN mempersoalkan kedudukan Ketua Menteri Sabah itu.

    Para mantan pemimpin BN, yang suatu ketika telahpun diberi peranan masing-masing, namun selepas tidak terpilih lagi sebagai Yang Berhormat dan tidak dilanjutkan jawatan pengerusi GLC, kini menabur certia negatif di mana-mana; kononnya, kedudukan Musa sebagai Ketua Menteri perlu disemak semula.

    Mereka ini lupa, bahawa kepimpinan BN hanya mengutamakan para pemimpin yang boleh "deliver" kehendak negeri dan rakyat. Mereka yang tidak mempunyai jawatan ini lagi; terlupa, bahawa semasa mereka mempunyai jawatan dahulu, prestasi mereka sungguh mengecewakan. Keberadaan mereka dalam kerajaan seolah-olah mememanaskan kerusi empuk, tanpa sumbangan yang bermakna kepada negeri dan rakyat.

    Kini, para mantan pemimpin itu, tidak mampu berlagak lagi, kerana kedudukan mereka yang suatu ketika memberikan mereka keistimewaan kini tidak ada lagi. Jika sekiranya pada masa mereka menjawat jawatan kerajaan, keutamaan diberikan untuk memajukan negeri dan rakyat, sudah pasti, mereka itu masih lagi bergelar Yang Berhormat atau memegang jawatan sekurang-kurangnya pengerusi GLC.

    Jawatan politik tidak akan kekal, jika sokongan daripada rakyat tidak kekal. Sokongan kekal kepada seseorang pemimpin, dinilai kepada sumbangannya kepada rakyat.

    Ramai pemimpin yang suatu ketika tidak memegang jawatan apa-apa kerana memberi peluang kepada pemimpin lain, namun kerana sumbangan mereka kepada rakyat sukar untuk dipersoal, maka mereka kembali semula sebagai wakil rakyat dan memegang jawatan penting dalam kerajaan.

    Datuk Musbah misalnya tidak bertanding pada PRU-2004, selepas sepanggal menjadi ADUN Tempasuk, namun diberikan peluang semula bertanding pada PRU-12. Demikian juga, Tan Sri Pandikar, tidak bertanding pada tahun 1999, namun menjadi Menteri di Peringkat Persekutuan, selepas dilantik sebagai senator.

    Datuk Salleh tidak bertanding pada PRU-12, namun diberi peranan dalam kapasiti lain, kini beliau adalah Speaker DUN Sabah; demikian juga Tan Sri Pandikar, tidak bertanding pada PRU-12, namun selepas sahaja PRU itu, beliau dilantik sebagai Speaker Dewan Rakyat.

    Pada PRU-13 akan datang, menurut sumber yang boleh dipercayai, Datuk Salleh akan menyertai semula pilihanraya, dan diperkirakan akan bertanding di kawasan tradisinya N-8 Usukan Kota Belud.

    Kesetian kepada perjuangan dan parti merupakan kunci utama, mengapa mantan-mantan wakil rakyat, diberi kepercayaan semula. Selain itu, sokongan rakyat di kawasan masing-masing juga sangat berperanan, mengapa mantan para wakil rakyat dengan mudahnya diterima.

    Bagi mantan wakil rakyat yang pernah menjadi wakil rakyat kerana atas nama parti, namun apabila menyertai semula pilihanraya, atas nama parti lain, biasanya tidak akan menang. Sebagai contoh, Welfred Bumburing, pernah menjadi wakil rakyat DUN Tamparuli atas tikit PBS, namun apabila bertukar parti, beliau tidak mampu menang di tempat kelahirannya itu.

    Pada PRU-13 akan datang, kawasan taruhan, adalah DUN Klias atau Parlimen Beaufort, di mana Lajim Ukin, bertapak. Lajim menang semua pilihanraya melalui parti PBS dan Umno. Apa kah pada kali ini, beliau akan menang? Kalaulah sokongan terhadap kemenangannya selama ini kerana pengaruh parti, sudah tentu, Lajim akan mengalami apa yang dialami oleh Welfred Bumburing semasa bertanding di Tamparuli melawan calon PBS, parti asaslnya.

    BN Sabah semakin kukuh selepas sahaja PBS menyertai semula BN pada tahun 2002. Pada PRU-2004, BN Sabah hampir menyapu bersih semua DUN dan Parlimen, hanya kalah di DUN Kuala Penyu kepada calon bebas- John OT Ghani-mantan orang kuat Usno dan Umno, kemudian di Parlimen Sandakan, kerana sabotej daripada pemimpin tertentu.

    Pada PRU-12, kejayaan BN Sabah juga berulang, apabila keputusan yang sama diperolehi, namun kawasan pula yang bertukar. Kawasan Parlimen Sandakan berjaya dirampas BN melalui Presiden LDP-VK Liew, namun kalah di Parlimen Kota Kinabalu. Bagi peringkat DUN, DUN Kuala Penyu berjaya dirampas, namun kalah di DUN Sri Tanjong, Tawau.

    Sejak PRU 2004, komposisi kerusi parlimen berasaskan komponen parti adalah- Umno-13, PBS-4, Upko-4, PBRS-1, LDP-1 dan SAPP 2 (kini SAPP adalah parti pembangkang), manakala bagi peringkat DUN pula; Umno-34, PBS-13, Upko-4, LDP-3, PBRS-1, MCA-1, SAPP 4.

    Berasaskan kepada komposisi parlimen mahupun DUN, Umno merupakan tunjang utama BN Sabah, atas sebab itu, sesiapa sahaja menjadi Pengerusi Perhubungan Umno Negeri, maka beliaulah menjadi Ketua Menteri. Keadaan ini berbeza semasa jumlah DUN Sabah masih berjumlah 48, di mana pada masa itu, pihak mana yang mendapat sokongan kaum cina, maka akan akan bakal menduduki kerusi Ketua Menteri.

    Kemasukan Umno ke Sabah, adalah untuk menstabilkan kedudukan politik dalam negeri, selain memberi peluang kepada pemimpin yang mempunyai merit kepimpinan. Merit kepimpinan bukan sahaja dilihat daripada kedudukan pemimpin itu dalam parti, akan tetapi kemampuan pemimpin itu mendapat sokongan daripada berbagai peringkat baik daripada parti sendiri, juga parti komponen.

    Musa semasa dilantik sebagai Ketua Menteri Sabah pada tahun 2003, sistem pengiliran jawatan Ketua Menteri masih berkuatkuasa. Namun atas permintaan semua peringkat pemimpin, termasuk para pemimpin parti komponen, agar supaya sistem pengiliran dimansuhkan. Erti kepada pemintaan pemansuhan itu adalah kerana mengiktiraf kepimpinan Musa sebagai Ketua Menteri.

    Musa tidak mensia-siakan amanah yang diberikan kepadanya. Sejak memegang jawatan Ketua Menteri, perekonomian negeri semakin berkembang, sehingga wang simpanan kerajaan negeri mencapai RM3bilion, dan untuk pertama kalinya, bajet kerajaan melepasi RM4bilion.

    Satu perkara lagi, sejak pengumunan pembangunan koridor Sabah pada tahun 2008, setakat 30 September, 2012, jumlah pelaburan telah mencecah RM114bilion.

    Usaha membangun negeri, melalui pengwujudan berbagai projek mega adalah semata-mata untuk mengwujudkan peluang-peluang pekrejaan, juga usaha untuk membasmi kemiskinan, yang mana suatu ketika merupakan kutukan kepada kerajaan, termasuk daripada suara rakyat sendiri.

    Mengapa Musa menjadi sasaran? sedangkan pada 11 Ogos, 2012, semasa di Keningau, Perdana Menteri sendiri, meminta rakyat agar berdiri teguh dibelakang beliau, kerana sumbangan Ketua Menteri itu, dalam membangun negeri.

    Usaha pembangkang melalui Kajian Merdeka Centre, kononya melalui dapatan mereka, ketidak puashatian terhadap Musa merudum sejak tahun 2009, kononya juga, penerimaan penduduk islam juga merudum, adalah suatu usaha mengwujudkan persepsi negatif kepada Ketua Menteri itu.

    Datuk Salleh, mantan Ketua Menteri Sabah dan ahli parlimen dan DUN berpenggal-penggal adalah pemimpin pertama menyangkal dapatan kajian itu. Kenyataan Salleh, bukan sahaja mempunyai merit, akan tetapi fakta yang dinyatakan beliau adalah fakta sebenar, kerana Speaker DUN Sabah itu, rajin turun padang di segenap pelosok Sabah.

    Satu fakta lagi adalah kenyataan Tan Sri Pairin Kitingan, semasa merasmikan persidangan PBS, beliau mengakui, sejak beliau berkecimpung dalam politik pada tahun 1975/76, kadar pembangunan Sabah berjalan sesuai dengan kemampuan kewangan kerajaan; namun sejak tahun 2009, kadar pembangunan Sabah berjalan dengan kelajuan yang tinggi; kerana istizam daripada kepimpina Musa dan Najib.

    Sebenarnya, serangan terhadap Musa baik daripada kalangan pemimpin dalaman, sebenarnya mempunyai tujuan cemburu, kerana mereka tahu, kepimpinan mereka telah hilang daripada radar Ketua Menteri itu.
