There were already certain scholarship funds exclusive to Bumiputeras, he said, and taxes from gambling, lottery, alcohol and entertainment centers could go towards scholarships for the other races.
"I wonder why the government did not propose to increase the taxes on such businesses in the budget.
"If it is done for the benefit of non-Bumiputera students, who deserve to get scholarships for their education, I think nobody will have a problem with that," he told reporters in Penang today.
Ibrahim was in Penang to attend meetings with the Bagan and Tanjong Perkasa division members.
He also said the government should no longer allow student loans from Perbadanan Tabung Pendidikan Tinggi Nasional (PTPTN) to be converted into scholarships due to the high rate of non-repayments.
Prime Minister Datuk Seri Najib Razak said in announcing the budget on Friday said that 174,000 borrowers have not made any payments since 2010, and the government would take appropriate measures to recover the outstanding loans.
Since the establishment of PTPTN in 1997, 2.1 million borrowers have taken loans worth RM47.8 billion to date. However, as at 31 August 2014, only RM5.36 billion has been collected.
Ibrahim also welcomed relief measures to help people cope with the higher cost of living but said the government must ensure that handouts were given to the right people without leakages.
He proposed a multi-tier system to make sure government subsidies for fuel only went to deserving citizens.
"There should be a quota on how much subsidised petrol a person is allowed to buy before he or she pays extra after exceeding the quota," he said, adding that the rich should be able to do without subsidies.
