PARLIAMENT | The 13th Malaysia Plan (13MP) tabled by Prime Minister Anwar Ibrahim today sees the government continuing bumiputera economic agenda while introducing initiatives to uplift the socio-economic status of low-income Chinese and Indians.
Parked under the plan's ninth initiative, Anwar said his Madani government is going with an inclusive approach to make sure the rakyat from every level can enjoy the benefits from Malaysia's development.
"We want to move away from the race-based solution approach to a concept where we provide solutions based on (the rakyat's) actual needs.
"Various programmes under Amanah Ikhtiar Malaysia and Tekun provide entrepreneurship opportunities to all," he said when tabling the proposal at the Dewan Rakyat this afternoon.
Among the bumiputera-centric initiatives that are being continued for the five-year development plan include Mara, the Bumiputera Agenda Steering Unit (Teraju), UiTM and Permodalan Nasional Berhad (PNB), which aim at producing more bumiputera professionals.

The plan would also give focus to prepare more bumiputera companies towards getting publicly listed, including organising business relay-race, and provide institutional support for bumiputera entrepreneurs in the supply chain sector with an aim of producing 10 companies worth over RM500 million.
"The Gate to Global programmes will be enhanced to increase bumiputera entrepreneurs' competitiveness at global stage through capacity and product development, export matching facilitation, and digital marketing.
"Socio-economic development for Sabahans and Sarawak bumiputeras will also be strengthened.
“This includes increasing their business opportunities by providing commercial premises and access to financing assistance, as well as business training," Anwar said.
Chinese and Indian communities
For the low-income Chinese and Indian communities, the prime minister said the 13MP will introduce a comprehensive plan to uplift their socio-economic status covering the education, entrepreneurship and housing aspects.
The government will also provide business financing facilities to strengthen the socioeconomic status of Chinese new villages under an initiative called “Kampung Baru Development Master Plan”.
13MP would see more educational and talent development initiatives for the Indian community, said Anwar.

They include science, technology, engineering, and mathematics (Stem) and Technical and Vocational Education and Training (TVET) programmes that are aimed at increasing career opportunities for the community.
"We will also carry out initiatives to repair houses and strengthen governance for the Indian community.
"Public infrastructures and facilities will be improved to enhance the Chinese and Indian's social networking access and life quality, including for the women, youth and elderly groups," he said.
Orang Asli community
To improve the situation for Orang Asli, the government is planning to review the Orang Asli Act 1954.
This move, according to Anwar, aims at improving the legal framework for the community's land ownership rights, education and infrastructures.
"A policy review will be carried out to enable the Orang Asli to enjoy the same benefits as other communities," Anwar said. - Mkini
