Prime Minister Dr Mahathir Mohamad said more time is needed to implement Pakatan Harapan's election pledges.
He said the pledges were drafted based on information that was available at the time but the state of the federal government was "much more worse" than the coalition had initially thought.
"The manifesto was written on the basis of what we knew what the (previous) government was doing. We (now) found that the situation was much more worse, much more money was borrowed.
"Occasionally, the government has been subverted, we can't (work effectively) in an environment that is not very dedicated to what we want to do.
"So we need to remove people. All these have hindered the progress. Also, certain things need to be passed by Parliament, and it takes time to go through Parliament.
"We have to draft the law and things like that," he told reporters after launching the Cardiac Vascular Sentral Hospital in Kuala Lumpur today.
