EDUCATION MINISTRY HAD "MESSED-UP" THE ALLOCATION ON THE INTAKE OF NON-BUMIPUTRAS IN THE MATRICULATION PROGRAMME ALTHOUGH THE PREVIOUS BN AND CURRENT PH GOVERNMENTS HAD PLEDGED TO INCREASE THESE QUOTAS.

In the first place, the Education Ministry's decision to award matriculation programme places to candidates should have been discussed with all the stakeholders before announcing or issuing the successful applicants' letters.

The policy of awarding 90% to  bumiputras and 10% to non-bumiputras are just old policies made by the previous BN government but apparently after realising their shortcomings, the then BN government had agreed to award 3,200 places to non-bumiputras ( 2,200 to Indians and 1,000 to Chinese candidates) since last year. The previous BN government had also pledged to increase this intake in the coming year (i.e. 2019). So the issue of a "one-off thing" does not arise.

The Education Ministry should have taken note that the current PH government had also pledged and promised to increase the quotas for the intake of non-bumiputra candidates to enter this matriculation programme.

It seems that the Education Ministry had clearly "messed-up" the whole situation without discussing with all the stakeholders while reviewing pledges and promises made.

How is the PH government and Education Ministry going to clear up this "mess"?

The non-bumiputras especially Indians are really angry and frustrated that top SPM scorers are not awarded places to do their matriculation programme.

If this trend of ignoring the pledges and promises made to the non-bumiputra community continues, surely this PH government will be replaced at the next coming general elections. - Mohd. Kamal Abdullah
