Ex-councillors urge Penang to drop Smart Parking system firm



Criticisms continue to pour in against the glitch-laden Penang Smart Parking (PSP) project, with a group of former local councillors urging the state to terminate HeiTech Padu Bhd's services.
Penang Former City Councillors' Association (PMAMPP) chairperson Teoh Seang Hooi said it was most disappointing that the Subang Jaya-based company was "ill-prepared" despite being given ample time to implement the RM115 million project.
"The fact that the contractor could only install 30 parking lot sensors by Aug 18 instead of the 647 as stipulated in the contract shows that HeiTech is not capable of operating the PSP.
"We hope the state government can give priority to local contractors, especially from Penang, to manage this project," the former Seberang Perai councillor told Malaysiakini.

Yesterday, state exco Jagdeep Singh Deo, Penang Island City mayor Yew Tung Seang and MPSP president Rozali Mahmud chided the company for its poor service.
The company was issued a show-cause letter, asking it to explain the hiccups and absence of availability sensors via smartphones which were promised to drivers seeking parking lots.
Jagdeep warned that the company's mitigation plan must succeed so that it can deliver the project to the state.
HeiTech executive vice-president Abdul Halim Md Lassim later apologised for the glitches in the system and the inconvenience caused.
'Better than Penang contractors?'
According to Teoh, many Penang contractors are capable of taking over the project from HeiTech.
"Why chose one from another state? Does HeiTech have more credentials and (a better) track record than our Penang contractors?
"We hope the state government will take a hard stand when it comes to fulfilling the CAT (competency, accountability and transparency) slogan," he stressed.
HeiTech inked a seven-year concession with MBPP and MPSP in May, but only managed to fix 30 sensors on the island, with none on the mainland.
Given the task to manage 36,000 state local council lots by August next year, the firm is set to enjoy a 65:35 profit sharing for the first five years (35 percent to local councils) and 60:40 in the final two years.
Despite the glitches, 11,000 motorists have registered with the app, which is currently only available on Apple iOS since its launch on Sunday.
The first 10,000 Android users will receive RM5 free credit once it is made available.
