EC told to clarify procedure for overseas voters ahead of GE14

Bersih 2.0 says if overseas voters must cast their ballots through postal voting, EC must ensure that the process is improved from what it was in the Sarawak state election last year.
bersih20-malaysia-oversea-voters-spr-1PETALING JAYA: Electoral watchdog Bersih 2.0 wants the Election Commission (EC) to clarify how it will conduct overseas voting in the upcoming general election (GE14).
Bersih said there was much confusion over the matter among Malaysian voters overseas as well as those working in Malaysian embassies and consulates as the EC had given no public indication of how the process will be carried out.
In a statement today, it said it had sighted an email in which the EC had confirmed that Malaysians overseas would be able to cast their ballots as postal voters in GE14.
However, it gave the example of the 2016 Sarawak state election in which the system was poorly implemented and overseas voters experienced many difficulties casting their votes.
“There was an extremely short period for applications to be a postal voter. Ballot papers arrived at voters’ homes just two days before polling day, which was not enough time for them to be posted back to Malaysia.
“There was no opportunity for independent or party observation of the issuance and receipt of these ballots.
“Voting facilities at embassies were not provided and voters had to courier their ballot papers back to Malaysia themselves.”
As a result, it said, many voters were unable to cast their ballots.
Bersih added that any changes from the process in GE13 must further facilitate voting and enhance the security and transparency of the process.
It also urged the EC to implement its proposal for absentee voting which was submitted to the commission on May 16.
“The proposed process would expand accessibility to absentee voting and ensure transparency and security in the process.
“It includes having designated overseas polling stations (such as embassies and consulates) for advanced voting one day before ordinary polling day, and vote counting at these polling stations to prevent possible fraud in the storage and transportation of ballots,” it said. -FMT
