KUALA LUMPUR – The Constitution (Amendment) Bill 2019 to limit the tenure of the Prime Minister to two terms will not operate retrospectively, says Minister in the Prime Minister’s Department Datuk Liew Vui Keong .
“This amendment is prospective. It will only come into force on the date that the prime minister is appointed by the Yang di-Pertuan Agong.
“It will not affect the previous terms of the current prime minister, ” Liew told reporters at the Parliament lobby yesterday.
He added that the amendments would limit the tenure of the prime minister to two terms.
“If I have served for two terms, I will not be eligible for the third or fourth term, ” he said.
Asked if the amendments would affect the chances of former prime minister Datuk Seri Najib Razak returning to office, Liew said it would not.
“If he comes back, he would hold the post for two terms at most, ” he added.
He also noted that the amendments would require the agreement of at least a two-thirds majority of the MPs as it involved constitutional amendments.
Earlier, Liew tabled the Bill for its first reading in the Dewan Rakyat.
He said the Bill would be debated in the following Parliament session, which is expected to begin in March next year.
In October, Prime Minister Tun Dr Mahathir Mohamad announced that the Pakatan Harapan government planned to limit the tenure of the prime minister, mentris besar as well as chief ministers to two terms.
The move to limit the terms of the office-bearers and limit the tenure of the prime minister to two terms was among the promises made by Pakatan in its 14th General Election manifesto.
