Last month China promised US$2b aid to other countries over next 2 years

My comments :

What about the International Monetary Fund and the World Bank? 

Will the IMF and the World Bank also gives similar debt moratoriums to the poor countries who are suffering from the Corona Virus ?

Not likely. But China is giving debt moratoriums.

Now you see why Hillary Clinton said that China was being 'irresponsible' in giving aid to anyone and everyone.
