That works out to RM62,500  per child. 
A regular four year degree at a gomen university is about RM20K++. 
So the gomen is going to spend about THREE times the cost of a FOUR YEAR DEGREE to rehabilitate these children?
Are these 400 children going to be rehabilitated until they get their PhDS? 
So who are the lucky ostards who are going to get the contracts to rehabilitate these children?
