Khalid meets party leaders over state secretary issue

KUALA LUMPUR, Jan 4 — Selangor Mentri Besar Tan Sri Khalid Ibrahim today held a series of meetings with Pakatan Rakyat (PR) leaders in an effort to resolve the constitutional crisis caused by the recent appointment of Datuk Mohd Khusrin Munawi as state secretary.

The Malaysian Insider understands that he has planned two important meetings today with senior PR leaders, including PKR deputy president Azmin Ali, who is also Selangor PKR chief.

Both meetings will likely focus on ways to amend the state constitution as well as break the current deadlock following Mohd Khusrin's appointment to the post without approval from Khalid.

State assembly Speaker Datuk Teng Chang Khim will also have a press conference later today regarding the issue.

"I was asked to attend a special senior leaders meeting with the Mentri Besar. I understand that the meeting involves PKR senior leaders [but] I haven't reached the state secretariat building and so I'm not sure if other PR leaders will also be present," Ampang MP Zuraida Kamaruddin told The Malaysian Insider.

"To my knowledge, YB Azmin will be there."

Zuraida, who is also Wanita PKR chief, said a second meeting with all PR lawmakers will take place at 4pm today.

"This evening's meeting on the state secretary's appointment will involve all PR Selangor MPs and state assemblymen," she said.

Seri Setia state assemblyman Nik Nazmi Nik Ahmad, who is also PKR communication chief, confirmed the second meeting.

"Regarding the state secretary issue, let's just wait for results of this evening's meeting," he said.

Kuala Langat MP Abdullah Sani Abdul Hamid said the meeting will give a chance to lawmakers to get clarification on latest developments following Khalid's audience with the Selangor Sultan yesterday.

"We have already given our views that the state constitution be amended with regards to the appointment of the state secretary... The next step would be how to translate this (into action)," he said.

The country’s richest state has been in turmoil for the past week since the Chief Secretary to the Government named Mohd Khusrin to the post to replace outgoing State Secretary Datuk Ramli Mahmud, whose last day of office was on Friday.

The PR state government has rejected Mohd Khusrin’s appointment and insists it has the right to name its own person for the job.

Khalid announced yesterday that Selangor will hold an emergency sitting of the state legislative assembly to change the state constitution to return to the mentri besar and Sultan the power to appoint the state secretary, state finance officer and state legal adviser.

He said the Sultan was of the view that he (the Sultan) had no power to accept or reject candidates recommended by the Public Service Commission (PSC) for executive posts.

“This is because the laws had been amended back in 1993, during the constitutional crisis. The state laws were amended and centralised to cement the federal government’s hold on the state,” he had said.

Khalid said the Sultan had suggested that the Selangor state government hold talks with the PSC to find the best solution to the impasse.

"Therefore, for the good of Selangor... the state government will write a letter to PSC to discuss again all qualified, appropriate and competent candidates to fill the post," he said.

The Selangor MB also said that there would be no swearing-in ceremony between Mohd Khusrin and himself, adding that Mohd Khusrin will not be allowed to attend any exco or state economic council meetings without first taking the oath of secrecy. - Malaysian Insider
