AT LAST, we discover that the KSU or the Chief Secretary to the Government had made a serious mistake in appointing Datuk Mohd Khusrin Munawi without following the appropriate rules in the Federal and State Constitution.
The law as it stands:
Article 52 of the state constitution, states "appropriate service commission" refers to the Selangor state service commission and not the Federal Public Service Commission.
Article 132 and 139 of the Federal Constitution states that the jurisdiction of the Public Service Commission does not cover the public service commission of Selangor, except if there is a law that extends its jurisdiction to Selangor.
Once the state secretary is appointed by the state service commission it is "not a requirement" to consult the MB or the sultan …
THERE WE HAVE IT!!!!!
The law is very clear....the State Secretary must be appointed after the Selangor State Service Commission approves a candidate.
As such, Khusrin is NOW a trespasser and CANNOT HOLD OUT as the new State Secretary. Khusrin is just a mere pretender.
There should be NO OATH TAKING CEREMONY in front of the SELANGOR SULTAN today to avoid further embarrassment to the Palace and the Selangor public.
